Responsible for carrying out certification, inspections, and surveillance to ensure that ANA’s clients are complying with the established aviation regulations and standards. Assist the Manager Air Navigation in the process of developing safety standards primarily in Air Traffic Services (ATS), to ensure that all safety standards, processes and procedures adhere to national regulations and international standards and recommended practices and are also in line with the multidisciplinary policy, provide supportive regulatory functions in Search and Rescue (SAR) and Meteorological Services (MET). To supervise and maintain the serviceability of CNS equipment in the SZC and at remote sites as well as to ensure timely deliverables on project timelines on CNS projects. Responsible for the provision of Area and/or Approach Radar Control Service, Flight Information Service and Alerting Service to ensure a safe, orderly, and efficient flow of traffic for all aircraft operating within the UAE Flight Information Region (FIR). Manage the contracts function and ensure all activities are conducted in line with the policies and practices, as well as, ensure consistent management of all RFPs, proposals, contracts & agreements. Manage the resources of AOIU for efficient utilization towards achieving the objectives, and lead aircraft accident and incident investigation team as investigator-in-charge for concluding causes and contributing factors, and formulating safety recommendations for the prevention of reoccurrence and mitigation of risks. To execute and administer corporate excellence and performance by supporting the line manager in contributing to the overall achievement of the aimed objectives. In addition, to support the implementation of SKGEP cycle and administer ADAA system. Lead aircraft accident investigation teams, and conduct serious incident/incident investigation, as investigator-in-charge for concluding causes and contributing factors, and formulating safety recommendations for prevention of reoccurrence and mitigation of risks, and participate as UAE Accredited Representative in investigations conducted by other States. Assist in ensure consistent management of all RFPs, proposals and contracts & agreements including oversight of the contract Administration and Management processes, as well as development of specific standards for bidding and submission, contract negotiations and document management. To conduct inspections at assigned locations to assess the suitability of the organization and procedures by operators, shippers, freight forwarders and other entities. To undertake timely execution of risk-based internal audits in accordance with the annual audit plan, as well as assisting with other audit matters and special assignments/ projects. Manages the procurement function and ensure all activities are conducted in line with the policies and practices. Responsible for reducing overall expenditure; while fulfilling GCAA business units with their requirements and ensuring internal customer satisfaction. To support the senior manager to lead and maintain the UAE’s position in Aviation climate and environment by contributing in national and international organizations and support in developing UAE ‘s position in aviation climate change and environment, standards, guidelines, policies and regulations related to the environment. Support the Manager in the definition, design, development and implementation of technical standards and internal oversight program in collaboration with the Safety Affairs technical functions and other internal stakeholders to support further enhancement of UAE’s aviation industry in accordance with international standards, recommendations, best practice and GCAA Strategic Objectives. To manage and ensure performance, integrity, and security of Authority’s database technology. The DBA will Plan, design, develop & carry out administrative tasks on the Authority Database’s by identifying and solving database requirements and supporting GCAA users. Manage the development and implementation of cost-effective IT infrastructure in line with the IT strategy. Facilitating the timely availability of all IT systems, network and services while ensuring effective management of day to day operations. Implement the Flight Recorder Laboratory (FRL), investigation tools, equipment and technologies for optimum utilization during the conduct of air accident investigations as per the Air Accident Investigation Regulation (AAIR), in conformance with the international standards and best practices. Responsible for carrying out certification, inspections, surveillance, investigation, and training related to CAR 21 to ensure that Airworthiness Engineering clients are complying with the established aviation regulations and standards. Assist the Manager Engineering to develop safety standards for the Airworthiness - Engineering function to ensure that all safety standards, process, and procedures adhere to national regulations and international standards and recommended practices. To ensure that all aspects of quality assurance are executed, initiate processes for quality improvement and drive continuous improvement activities with a view to enhancing the service initiatives throughout the Quality and Risk Management process. To manage the overall aspects of development and implementation of cost-effective client/server applications systems, solutions to satisfy GCAA’s organizational and technical requirements by managing the design, implementation and maintenance of the organization’s software applications that are in line with GCAA’s and UAE e-gov strategies. To provide and coordinate effective and efficient administrative support to the Assistant Director General and follow all rules and procedures of the GCAA. To maintain the upgrades and serviceability of building infrastructure at the Sheikh Zayed Centre as well as remote sites by executing repairs to provide uninterrupted operations for ANSP. Conduct SAFA Ramp Checks and other oversight activities to relevant clients to ensure a high uniform level of civil aviation safety for foreign aircraft landing in the United Arab Emirates and assure that they are in line with established ICAO and GCAA aviation standards. Develop and manage the implementation of a comprehensive safety program. Promote an overall ANS safety management culture.
