Location: North York, ON – Hybrid 2-3 days per week in the office Contract Duration: 6 months with a possibility of extension (by an additional 2 years in 6 month increments) Hours per week: 35 hours per week Potential Start Date: Feb 19, 2025 Job Title: Procurement Specialist Job Summary: The Procurement Specialist, reporting to the Category Manager, is responsible for managing facility and infrastructure-related procurements. This includes overseeing maintenance, repairs, and operational needs to support the infrastructure, such as tunnels, buildings, stations, and garages, along with electrical, HVAC, and plumbing systems. The role involves vendor sourcing, contract management, and collaboration with internal and external stakeholders. Key Responsibilities: Procurement Management:

  • Source and procure non-stock goods and services for facility and infrastructure requirements.
  • Coordinate the tendering process, including public advertisements, issuing addenda, and preparing tender/proposal documents.
  • Obtain and evaluate competitive bids, prepare commercial analyses, and recommend awards.
  • Issue purchase orders and process amendments as necessary.
Vendor Relations and Negotiations:
  • Develop and maintain a list of qualified vendors for goods and services.
  • Negotiate with sole/single-source vendors to achieve cost savings.
  • Foster strong vendor relationships to ensure high-quality and timely delivery.
Compliance and Policy Adherence:
  • Ensure compliance with the Procurement Policy, Authorization for Expenditures, and other relevant regulations.
  • Monitor and enforce adherence to policies by client departments.
Collaboration and Support:
  • Maintain close communication with client departments to ensure timely availability of goods and services.
  • Provide backup support for various procurement categories as needed.
  • Participate in scheduled training programs to enhance knowledge of procurement practices.

Qualifications and Experience: Education:
  • University degree or college diploma in a relevant discipline, or an equivalent combination of education, training, and experience.
Required Skills and Knowledge:
  • Experience in public sector procurement, category management, and contract administration.
  • Expertise in strategic sourcing, procurement processes, tendering law, and contract management.
  • Proficiency in competitive procurement vehicles such as ACANs, RFIs, RFBs, RFPs, NRFPs, and MSAs.
  • Strong understanding of supply chain trends, market analysis, and applicable taxes/customs charges.
  • Advanced proficiency in MS Word and Excel, with experience in materials management systems.
  • Exceptional organizational, analytical, problem-solving, and communication skills.
Additional Requirements:
  • Valid Class "G" driver’s license and access to a personal vehicle for vendor and site visits.
  • Knowledge of the Ontario Human Rights Code, including accessibility and accommodation requirements.
Assets:
  • Experience with ERP systems (e.G., SAP, IFS).
  • Membership in the Ontario Public Buyers Association.
  • Professional procurement accreditation or enrollment in a certification program (e.G., SCMP).
  • Purchasing certificate from OPBA or equivalent.
