Your OpportunityECQ is offering the opportunity to join the Queensland public sector; a position of trust where you will contribute to better outcomes for Queenslanders by implementing the policies, priorities, services or programs of the elected Government. Reporting to the CFO, the role will lead and guide the small finance department across the full finance function, with a core focus on budgeting and reporting. There is an exciting opportunity to assist in the development and implementation of new and modern management accounting policy and reports to provide more timely and meaningful reporting to the end users. Your contribution As the Principal Finance Officer, you will: Provide key contributions to the development and implementation of the Commission's goals through effective strategic, business and financial planning processes. Assist the Chief Finance Officer to manage staff, projects and activities of the work unit, including day-to-day support for operations and election projects within the Commission. Provide high-quality strategic advice and timely reports on issues of significance relating to the Commission's business operations. Lead and manage the Commission's Whole-of-Government Tridata reporting requirements, annual stocktake process and asset register. Lead the annual budget preparation process, including the development of the 4-year election cycle forecasting. Lead the monthly financial reporting process, annual financial reporting and annual audit process. Maintain and develop as necessary external relationships with key stakeholders such as Queensland Treasury, Department of Justice, Queensland Shared Services, Department of Premier and Cabinet and the Queensland Audit Office regarding finance-related matters. Contribute to the development of and adherence to best practice financial policies, procedures and systems in accordance with requirements of relevant legislation and internal guidelines. Make key contributions to ECQs budget submissions, briefing notes, documents, reports, costing methodologies and correspondence on a range of complex financial management and budgeting issues as required by the Chief Finance Officer. Contribute to team cohesiveness, wellbeing and capability through participation in establishing a positive environment, respectful of the views of others across the Finance team and broader ECQ workforce. Consistently display the Queensland Government values, ensuring that these are upheld and championed when representing ECQ. Demonstrates sound governance: Maintains a high standard of practice through governance and risk management. Minimum Qualifications: Degree in accounting or other relevant business area. Strong knowledge of accounting concepts and processes as they relate to financial internal controls, the Financial Accountability Act 2009, the Financial and Performance Management Standard 2019, the Financial Accountability Handbook and other relevant financial governance or Accounting Standards. The possession of a membership of CPA Australia or the Institute of Chartered Accountants Australia (ICAA) would be desirable given the technical nature of this role. Experience using Power BI would be an advantage. Applications to remain current for 12 months.
