Cad Railway has other facilities in Calgary, Lethbridge (under Caltrax banner) and has recently been selected by the ONxpress Transportation Partners association to provide all legacy fleet maintenance services for the Metrolinx rail fleet of approximately 1000 bi-level coaches and 90 locomotives. Cad Railway’s delivery team will operate and maintain Metrolinx’s rail maintenance facilities in Etobicoke and Whitby, as well as in multiple overnight along with mid-day light servicing facilities located across the Metrolinx train service area. The Commissioning Manager will provide on-site knowledge regarding quality control and assurance. This role is responsible for inspecting various ongoing projects to ensure compliance with client requirements and quality standards. Meticulousness and attention to detail are essential for accurately identifying the components to be corrected before finalizing the project.
- Manage the full scope of Project Commissioning including Testing, Training Activities, Project Deliverables and Warranty follow up.
- Be the main Person of Contact (POC) with our customer for all communications, progress reporting, and all other matters related to the project.
- Ensure Testing procedures are followed, communicated, and supported both internally and externally (including the customer) while managing the Commissioning schedule.
- Lead Failure Review Board (FRB) meetings and resolution of open items generated following the reviews.
- Oversee Reliability with both the customer and internal teams to addressing defects, field modifications, and ensuring products receive agreed-upon rectifications;
- Establish and ensure all Health, Safety, and Environment (HSE) measures are in place and enforced.
- Ensure all Commissioning deliverables are timely (Quality, Time, Scope) and in line with the contract through planning, communication, and control during project reviews.
- Establish a strategy and mobilization plan for the commissioning and warranty period, including the clear definition and agreement of customer infrastructure usage;
- Implement an incident management process to track Non-Conformity Reports (NCRs) and follow up on corrective actions with the Quality and Engineering teams.
- Manage and close Open Items, field modifications/retrofits, and report on progress;
- Ensure internaland external audits and assessments are conducted appropriately;
- Ensure suppliercommitment aligns with warranty requirements and manage supplier charge-back agreements and execution;
- Identify potential additional service sales opportunities during the warranty period;
- Engineering degree (electrical, mechanical, or other relevant technical field) (Asset);
- 5 to 7 years ofproven experience in a similar role, ideally in an industrial sector (rail, energy, infrastructure, etc.);
- Technical expertise in commissioning, testing, and validation of complex systems;
- Strong project management skills and ability to coordinate multidisciplinary teams;
- Excellent communication and problem-solving skills;
- Knowledge of safety and environmental standards and regulations;
- Proficiency in project management software and performance tracking tools;
- Willingness to travel frequently to job sites;
- Natural leadership and team management skills;
- Rigor, organizational skills, and ability to manage multiple priorities;
- Ability to workunder pressure and meet tight deadlines;
- Attention to detail and results-oriented approach;
- Strong communication and collaboration skills;
- High level of English ;
