As the HSE Manager for Saudi Arabia, you will build and maintain relationships with regulatory bodies and stakeholders, ensuring compliance with industry standards and regulations. You'll lead and train the HSE team, manage documentation, and oversee safety practices. Your role includes approving risk assessments, conducting audits, and utilizing QHSE software effectively. You'll also keep the Head of QHSE informed about key issues and progress while promoting a positive safety culture within the organization. Key Responsibilities/Accountabilities

  • Regulatory Compliance: Support operational management in achieving compliance with client QHSE management systems, legislative requirements, and standards including ISO 9001, ISO 14001, and ISO 45001.
  • Manning and Coverage: Ensure manning consistency and coverage by HSE officers outside NEOM and serve as the primary QHSE contact in Saudi Arabia.
  • Health and Safety Culture: Promote a positive health and safety culture and encourage open sharing and positive ideas within the HSE team.
  • Management Audits: Carry out management site audits and review health and safety management systems.
  • Liaison and Communication: Liaise with external regulatory and client organizations to ensure compatibility and clear communication of quality, health, safety, and environmental requirements.
  • Incident Response: Ensure prompt response to unsafe conditions, activities, incidents, and near misses, with timely closure of action items.
  • Training and Observations: Monitor and ensure correct execution of training, coaching, site inspections, and safety observations in accordance with KPIs.
  • Environmental Management: Integrate environmental management and sustainability issues into policies, rules, products, services, and operations.
  • Reporting and Statistics: Prepare the monthly QHSE Dashboard/statistics for Saudi Arabia and promote a safe work environment with well-understood SWPs.
  • Project and Safety Analyses: Delegate and ensure timely completion of Project, Job Safety & Environmental Analysis, Hazard Identification, and Risk Assessments.
  • Team Tracking and Meetings: Track days worked/days off for the team outside NEOM, attend client and contractor safety meetings, and report to management as needed.
  • Cultural Development: Support the development of a positive, value-centered culture within the organization and ensure efficient use of resources.
  • Oversight and Guidance: Oversee activities inside NEOM, provide guidance to the HSE Team Lead, and keep the Head of HSE informed about all aspects of HSE in Saudi Arabia.
Required Skills and Qualifications:
  • Deep knowledge of Health & Safety regulations in Saudi Arabia.
  • Ability to work effectively with diverse nationalities and genders.
  • NEBOSH Level 6 certification or equivalent (OTHM, OSHA 500).
  • Auditing certification in ISO 9001:2015, ISO 14001:2015, and ISO 45001:2015.
Preferred Skills and Qualifications:
  • Bachelor’s degree (or equivalent) in engineering or a related field.
  • Minimum 10 years of experience in a QHSE role, with at least 5 years in a managerial capacity.
  • Membership in a professional organization (e.g., IOSH, IIRSM).
  • Proficiency in English and Arabic.
