Job Description: Parsons is looking for an amazingly talented Senior Contract Administrator to join our team! In this role you will review and prepare contractual terms and conditions to ensure compliance with prescribed procurement requirements and conduct fee negotiations, and draft and revise policies and operating guidelines as necessary. What You'll Be Doing:

  1. Carry out the pre-award activities including pre-award schedules, and participate in the pre-award meetings, evaluation, and negotiation process.
  2. Responsible for the timely preparation of legal and contractual documents such as Request for Proposal (RFP) and other legal or contractual packages as required.
  3. Perform all contracting and administrative matters.
  4. Review Contract Administration Work for correctness and policy and procedural compliance.
  5. Responsible for applying all applicable procedures.
  6. Review submittals to the JCPDI to ensure policy and procedural compliance in contract actions, coordinate with the Contracting Section.
  7. Advise the appropriate Manager on contractual matters at the project level regarding the strategy for and the conduct and recording of contract pre-award negotiations.
  8. Recommend changes to contract policy and procedures to improve efficiency and advise the appropriate Manager on contractual matters.
  9. Prepare Notice of Awards, Notices to Proceed, and Post Award Meetings.
  10. Perform other duties as assigned by the Section Manager or Director of Contract Department.
What Required Skills You'll Bring:
  1. Candidate must hold a BS Degree in Supply Chain Management, Business Administration, Industrial Engineering (or other related field) from an accredited college or university.
  2. Applicant should have a minimum of 3 years of experience in pre-award contract administration, procurement with emphasis on pre-contract formation, negotiation, and administration activities which include public works, operation & maintenance, consulting studies, design, and large value infrastructure type construction contracts. Experience must include the full range of public bidding activities, formulation of Bid Documents, responding to bidder questions, issuing addendums, Bid Evaluation, Cost/Price Analysis, leading meetings, and negotiation for award.
  3. Candidate should have strong Arabic and English language writing, reading, and speaking skills to effectively communicate regarding contract issues.
  4. Must have excellent writing skills, attention to detail, and accuracy in work. Must also be computer literate and skilled in the use of MS Office (MS Word, MS Excel, MS PowerPoint) for word processing and presentation of spreadsheets, and the use of other analytical software tools.
