The Role General Description:

  1. Provide and manage procurement and contractual activities for the Department.
  2. Ensure achievement of and compliance with procurement and contractual targets in the best interest of Client during all stages of the Project, including commercial close out.
Job Responsibilities:
  1. Develop procurement strategies and plans for Project(s).
  2. Ensure that contracts are signed and thereafter managed throughout the duration of the Project(s) in accordance with the Authority’s relevant policies and procedures.
  3. Ensure that the contract administration is properly carried out by the Consultant.
  4. Monitor and report on the performance of contract administration by Consultants.
  5. Ensure and review recommendations when requests for variation, addendum, extension of time, claims etc. are being processed, ensuring that they are in accordance with the Authority’s relevant policies and procedures.
  6. Provide support to the Project Managers, amongst others, where required, on procurement and contractual matters.
  7. Provide regular progress reports and elevate issues within the Authority.
  8. To continually seek and capture lessons learned from the cost, financial, and procurement processes and use this intelligence to alter the process, tools and systems in order to improve the approach to delivering the program.
  9. To identify, develop, and improve procedures and systems for the department and client.
  10. Ensure correct execution of procedures for award and administration of Projects.
  11. To be an internal facilitator to assist with other relevant departments within client.
  12. Obtain approvals as needed for Projects and procurement.
Requirements Required Skills and Competencies:
  1. Minimum 18 years’ overall post graduate experience working in pre and post contract administration in major infrastructure projects or programmes. Preference will be given to Drainage Pipeline, Wastewater Treatment Plants and Pumping Stations, TSE Pipelines, Surface Ground Water Systems, Underground Services and Civil Structures related experience.
  2. Experience in International contracting mechanisms e.g. FIDIC and Governmental forms.
  3. Experience in the assessment of claims and variations on major infrastructure Projects.
  4. Demonstrable track record in the delivery of large multidisciplinary Projects.
  5. In-depth knowledge of various project procedures.
  6. A “rounded profile”, with experience in procurement (all matters up to contract award), formulating contracts & management of post contract administration to ensure that Project(s) are successfully delivered in terms of quality, cost and time parameters.
  7. Effective in building good working relationships within complex organizational structures, both internally and with various Project stakeholders.
Mandatory Requirements:
  1. Bachelor’s degree from a recognized University in an appropriate field such as Project Management, Commercial Management, Quantity Surveying, Construction Management or equivalent.
  2. Master’s degree in Construction Law or equivalent.
  3. Chartered status with two institutions, such as RICS, CIArb, CIPS, ICE.
  4. Driver's License.
  5. Excellent communication skills in English, written and spoken.
Desirable Requirements:
  1. Arabic language skills.
  2. Experience of working in Qatar or the Gulf region.
