Responsibilities Accountable to Fleet Manager. As a Fleet Member, assist FM in implementing Fleet Management System and advise FM regarding the performance of the assigned vessels. Ensure that the vessels under supervision have on board all the required valid statutory, class, and other trading certificates. Ensure that the vessels under supervision are manned according to Safe Manning Certificate and that all crew have valid documents required by STCW and flag state. In coordination with the Master and the Chief Engineer, prepare a PLANNED MAINTENANCE PROGRAMME for submission to the GM at the beginning of the year for LONG TERM STRATEGIC MAINTENANCE PLANNING. Monitor the maintenance routines of the vessels under supervision and ensure that maintenance, inspections, and testing are carried out as planned and are not left overdue. Carefully scrutinize all SPARES AND STORES REQUISITIONS from the vessel before approval for quotations and ordering. Ensure that the vessel submits technical and other reports in a timely manner. Review all technical reports submitted and take actions for any non-conformance or below par performance. Review the vessel's performance in terms of speed, fuel, and lube oil consumption and take corrective actions in time. Study the fuel oil and lube oil analysis reports and advise the vessel of the action to be taken. Review the budget vs. actual performance of the ships under care and take corrective measures by controlling expenditure; if necessary, submit a proposal for the revision of the budget with appropriate data. Prepare and submit a quarterly report for customers on the vessels under care, covering at least the following: Vessel’s Routing Vessel's Condition Survey and Certificates Status Crew and Personnel Matters Off-hires, if any Accounts (Budget vs. Actual) Class Status Report Photos Prepare dry-docking specifications, make a comparative chart of quotations received from various yards, and obtain Management or Owner's approval. Visit the vessels at appropriate intervals as per the approved ship visit plan and inspect them as per the procedures laid down. Carry out any additional work assigned by the FM. Ensure familiarity with all commercial aspects and other commercial-related details of vessels, such as: Relevant clauses of Charter Party like speed and consumptions, cargo exclusion, and others; Contents of Charterer’s voyage instructions such as tendering NOR, clausing B/Ls and Mate’s Receipts, cargo holds cleanliness, Stevedore’s damage reporting, and others; Reporting requirements from Charterer or Sub-Charterer; Arranging pre-loading surveys for certain cargoes; Lodging sea protests; Handling protests from shippers, receivers, and Charterers; Lodging insurance claims, collecting evidence, and following up until closure; Pre-arrival reports required by various port states such as eNOA/D, ballast water exchange reporting, and others; Authorities Move to Fleet Manager. Review and approve spares and stores for any given requisition as per OPM 9 , purchasing and supplies procedures . Recommend the promotions or repatriations of crewmembers on the assigned vessel. Sanction spares and stores for the vessels under care. Approval of bills for spares, stores, and repairs. Approval of the DRYDOCKING bills after due clearance from the MD. Approval of orders for emergency stores and provisions for the vessels. Appraise shipboard senior staff & feedback to the Fleet Manager.
