Position: Head of Shipyard HR Section: Human Resources Company: Nakilat Keppel Offshore & Marine (NKOM) Location: Ras Laffan / Qatar Job Summary and Purpose Responsible for managing and implementing the following in NAKILAT’s Joint Venture companies:

  1. Organizational Design: Managing the development and implementation of organization development and classifications policies and procedures, including manpower planning and employee engagement.
  2. Employee Relations: Developing and implementing employee relations policies and procedures, including governance, employee services, grievances, and disciplinary processes.
Key Accountabilities: Planning and Management
  1. Lead manpower optimization initiatives and identify strategies for optimal workforce utilization.
  2. Develop and deliver a robust employee relations and engagement strategy aligned with people priorities.
  3. Monitor and update employee relations and recruitment policies, staying abreast of legal issues.
Organization Design
  1. Design and maintain rules for organizational structure creation.
  2. Review and update organizational structuring and roles to ensure fit for purpose.
  3. Advise management on change and organizational development requirements.
Job Families & Competency Framework
  1. Design and update job families.
  2. Manage competency frameworks for learning and development initiatives.
Manpower Plan and Budget
  1. Manage manpower planning and budgeting processes in coordination with divisions.
  2. Monitor and control manpower budget implementation.
  3. Conduct workload analysis to address manpower needs.
  4. Collaborate with HR Shared Services on implementing the manpower plan.
Employee Engagement
  1. Conduct employee engagement surveys and analyze results for recommendations.
HR Policies & Procedures
  1. Maintain local and global benchmark exercises for competitive policies.
  2. Coordinate development and update of HR policies and procedures.
Employee Relations
  1. Manage employment contracts, payroll, and compliance with Qatar Labor Law.
  2. Advise management on employee relations policies and procedures.
  3. Ensure consistent application of policies in complex employee relations concerns.
  4. Support management on coaching, counseling, and disciplinary recommendations.
  5. Conduct internal investigations into misconduct and provide guidance for resolution.
  6. Oversee exit interviews and manage attrition analysis.
Work Hour Allocation
  1. Oversee administration of Work Hour Allocation (WHA) and Labor Hour Allocation (LHA) in SAP.
Qualifications, Experience and Skills Qualifications:
  • Bachelor’s degree in business studies, Business Administration, Human Resources, or related field.
  • Master’s Degree preferred.
  • Certification in a relevant discipline from an accredited institution is a plus (e.g., CIPD, PHR, SPHR).
Experience:
  • 8-10 years of related experience, with a minimum of 3 years in a managerial position.
  • Previous experience in the Shipyard industry and regional experience preferred.
