1. SUMMARY The Political Affairs and Security Policy (PASP) Division leads on the political aspects of NATO’s fundamental security tasks. Within the Division, the Southern Neighbourhood Task Force is responsible for relations with countries in the Middle East and Africa, especially with those participating in the Mediterranean Dialogue (MD) and the Istanbul Cooperation Initiative (ICI). At the Washington Summit in July 2024, allied leaders agreed on an Action Plan for the Southern Neighbourhood. It focuses on improving political dialogue, strengthening security cooperation, increasing NATO's visibility in the region, boosting situational awareness, and fostering collaboration with international organisations, such as the GCC. It also includes the decision to ensure the NIRC is provided with adequate human resources. The Officer is based at the NATO Office at the NATO-ICI Regional Centre (NIRC) in Kuwait. The NIRC is a regional hub for partnership and cooperation on security matters between NATO and the Gulf region, through political dialogue, education and training, and public diplomacy. The Centre conducts events, such as conferences, discussions, round tables, as well as training courses. It is open to GCC countries, the GCC Secretariat, and NATO Allies. Under the direction of the Head of the NATO Office at the NIRC, the incumbent supports the implementation of the NIRC’s Action Plan, including planning, conceptualising events, and organising activities at the NIRC. They also contribute to the development and implementation of the Individually Tailored Partnership Programme (ITPP) between NATO and Kuwait, as well as the implementation of ITPP’s with other ICI countries, as appropriate and in accordance with NATO’s procedures. They may be required to travel to other countries in the region, and travel to NATO HQ. 2. QUALIFICATIONS AND EXPERIENCE ESSENTIAL The incumbent must:

  • possess a university degree, or equivalent level of qualification, from an institute of recognised standing, preferably in the field of political science, international relations, security studies, regional studies, or another relevant discipline;
  • have at least 2 years of related professional experience in or on the Middle East, in diplomacy, development, or defence and security matters, in a national or international post;
  • have a very good knowledge and understanding of MENA countries, especially those participating in the ICI, and of issues affecting them;
  • be willing to work closely with colleagues from different countries and backgrounds in a multi-cultural and multi-disciplinary environment;
  • have the ability to create own measures of excellence and improving performance;
  • have excellent interpersonal and communication skills;
  • have excellent analytical and drafting skills in one of the two official NATO languages;
  • have a valid driving license (B);
  • possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; I (“Beginner”) in the other.
  • A very good knowledge of oral and written Modern Standard Arabic (MSA).
DESIRABLE The following would be considered an advantage:
  • a Master’s degree from an institute of recognised standing, preferably in the field of political science, international relations or security studies;
  • experience in working with diplomatic missions and government agencies dealing with defence and/or international security affairs;
  • previous experience in a field office, including dealing with numerous logistical and administrative issues;
  • previous experience of work in/with ICI countries and other countries in the GCC.
3. MAIN ACCOUNTABILITIES Project Management Within the NIRC’s Action Plan, contribute to the development and implementation of events, courses, and other activities at the Centre. Work closely with Kuwaiti colleagues at the NIRC to plan and conduct activities. Contribute actively to the annual planning of the NIRC. Assist in the organisation of visits of delegations and mobile training teams (NATO civilian and military officials) to the NATO-Kuwait ICI Regional Centre. Contribute to the development and implementation of the ITPP between NATO and Kuwait, as well as to the implementation of ITPP’s with other ICI countries, as appropriate and in accordance with NATO’s procedures. Support the smooth running of all processes and procedures at the NATO Office. Contribute to sustaining the NATO Office at the NIRC logistically and administratively to ensure the Office remains operational. Expertise Development Support the development of curricular activities for the Centre, and draft background notes and briefing documents as necessary. Support the Head of Office with keeping the PASP Division regularly informed of the development and implementation of activities at the Centre, including the preparation and analysis of statistics relevant to the NIRC. Contribute to the preparation of information to be shared with relevant NATO committees. Policy Development Help develop and implement policies and activities related to the planning and implementation of activities at the Centre. Stakeholder Management Support the Head of Office in the development and sustaining of relations with national delegations, NATO civilian and military entities and other institutions (governmental, NGOs, think tanks and academic organisations, Centres of Excellence, Partnership Training and Education Centres, and other relevant institutions). Support the Head of Office with representing NATO during official events organised by the government, and/or Allied embassies. Contribute to the preparation of media interviews and speeches at regional universities or think tanks. Function as Acting Head of Office in absence of the Head of Office. Support in creating and distributing social media content related to the NIRC. Knowledge Management Manage the NIRC owned database to keep track of activities, instructors/experts and participants. Perform any other related duty as assigned. 4. INTERRELATIONSHIPS The incumbent reports to the Head of the NATO Office at the NATO-ICI Regional Centre. They work in close coordination with other Sections within the PASP Division, and with other Divisions in the International Staff, with the NATO Military Authorities and with national and partner delegations. 6. CONTRACT Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of 3 years; possibility of renewal for up to 3 years. Contract clause applicable: As employment in this post is required for a limited period, the successful applicant will be offered a definite duration contract of 3 years’ duration, which, if required, may be renewed for a further period of up to 3 years. If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3 years definite duration contract will be offered, which may be renewed for a further period of up to 3 years if required, and subject also to the agreement of the national authority concerned.
