Job Responsibilities: Lead in the activation and operation of various stages of Performance Appraisal Modules in HRIS in accordance with the Performance Management framework. Develop employee communications to inform employees about performance reviews and timelines. Prepare analysis data and support the coordination of Performance Ranking session with Senior Management. Maintain proper records of performance reviews & ratings, including preparing e-letters for staff. Support Payroll Lead in the accurate and timely submission of Annual earning (IR8A) to IRAS and checking on the reporting of foreign workers’ earning for tax clearance purposes. Support in the end-to-end process of preparing Annual EOM (Expenditure of Manpower) budget and maintenance of EOM spreadsheet. Support in the extraction of EOM/Payroll data for the purposes of funding usage tracking, funding audit purposes, and grants (SPED grants/Govt Grants) administration. Support P&R Team Lead/Payroll Lead in providing data as required for payroll internal and external audit processes. Be back-up personnel for Payroll Processor or Checker as needed. Communicate with employees on areas such as benefits and claims eligibility and administration, payroll deductions, retirement, re-employment, and termination guidelines. Support in the simulation and execution of Salary Benchmarking and Salary Increment Exercise (Annual Increment, Structural Adjustment, Promotion & Emplacement). Maintain proper records of final salary increment, including preparing e-letters for staff. Lead Excel calculation simulations for Bonus (Mid and Year End Variable bonus, Performance Bonus, and Annual Wage Supplement) payment exercises. Write papers for approval from EXCO. Maintain proper records of bonus amounts, including preparing e-letters for staff. Lead in the calculation of benefits payment such as Stipend, Ex-gratia Service Payment, and encashment of annual leave for Relief staff. Lead the analysis and review of allowances once or twice a year. Manage the administration of Secondment Staff Invoices (send to Finance, upload on payment system if needed, record in tracker). Support in ad-hoc Compensation and Benefits projects. Participate in Salary and Benefits surveys conducted by Ministry of Social and Family Development (MSF), National Council of Social Service (NCSS), Ministry of Manpower (MOM), Singapore National Employer Federation (SNEF), or from other government agency or business consultancy as required. Develop insightful presentation derived from payroll/compensation data analytics and HR metrics benchmarking using dashboards or data visualization tools. Develop clear communication materials (PowerPoint/eDM) to present compensation concepts to EXCO, Senior Management, and for staff communications. Perform the HRIS System Administrator role for Performance & Rewards related modules/functions, lead in the HRIS “Year-End-Closing” processes and attend to queries on P&R-related HRIS issues. Period: 6 Months contract, extension and conversion depends on business needs and performance. Location: Queenstown. Working Hours: Mon to Thu: 8.30am to 6pm. Fri: 8.00am to 5.30pm. Salary: Up to $4000. Job Requirements: Degree in Business, Human Resources or Compensation and Benefits related. At least 3 years relevant Compensation, Performance and Rewards experience. Advantage for those with payroll knowledge/experience. Good eye for details with good interpersonal skills. Team management skills with ability to coach, motivate and lead.
