The Procurement and Contracts Manager role is new to Council and a great opportunity for someone to make a significant difference to how we best procure goods and services and manage the related contracts. We know we need to improve in this space and we want someone to take on the functional leadership to grow our procurement and contract maturity and maximise value for goods and services needed to support our local residents and visitors to the district. About the role As a recognized procurement and/or contract management expert you will confidently grasp what we are doing well (we have the core requirements in place) and what areas need improvement. You will develop processes that align with our procurement policy and support staff in their ongoing use. You will review complex and/or high value procurements and will provide advice on procurement risks to the delegated financial authority approving the procurement to ensure all factors are considered as part of robust decision making. Other key responsibilities include:
- Establishment and ongoing management of supplier panels
- Lead for our use of the GETS platform providing support to other users as needed.
- Review of tender and contract documents providing advice and support for continued improvement of tender processes and documentation.
- Lead tender evaluation processes for complex and/or high value procurements.
- Support contract negotiations with preferred tenderers.
- Provide a robust approach to contractor performance monitoring.
- Support the management of contractors' performance.
- Current, Full driving licence
- A relevant tertiary qualification in a related field e.g. Engineering, Construction, or Procurement
- An eye for detail and a passion for procurement activities.
- An understanding of the Resource Management and Public Works Acts
- An understanding of the Local Government environment in NZ and of the Local Government Act
