Process Safety Specialist (Definite Contract)Provide expertise, support, consultation on process safety, risk management planning, and regulatory interpretation assistance to plant, to achieve its goal of zero process safety incidents, incident-free performance and full compliance with OSHA's Process Safety Management requirements, Operational Excellence System and Responsible Care standards.KEY ACCOUNTABILITIESProcess Safety Management ExecutionChampion Process Safety excellence culture at facility in line with Journey to Zero goal.Facilitate compliance with OSHA's Process Safety Management requirements.Steward the MOC/PSSR process to ensure the changes are effectively managed and documented.Facilitate PHAs, LOPAs, QRAs, Facility Siting and similar risk identification, evaluation, and mitigation processes by using the appropriate methodologies as per regulatory and applicable standards.Lead and/or participate in RCAs to ensure root causes are identified to avoid the reoccurrence.Oversight to ensure the Process Safety Information (PSI) documents are maintained up to date in coordination with the concerned departments.Ensure all events are reviewed in terms of process safety impact to identify opportunities in line with process safety program continual improvement.Assist in developing action plans for process safety deficiencies and track the action items till completion through PSM Metrics and accurate reporting to management.Compile, analyze and interpret process safety KPI and aid the concerned departments in the identification of improvement opportunities.Assist and support the concerned departments to effectively implement the equipment reliability programs.Liaison with parent companies to ensure the implementation of their new or revised Process Safety Standards in facility.Lead the facility building setting process in line with standard and parent company requirements.Oversight the compliance of process safety based critical procedures.Identify and develop improvement opportunities to enhance PSM processes that incorporates Process Safety into routine practices.Coach the departments on identification and resolution of process safety queries.Coordinate/lead required internal PSM audits, regulatory agency inspections and verify that all PSM work processes are working as desired.OE & RC Compliance and SupportSupport the Head, Process Safety in working with the Head, Operational Excellence in implementation and deployment of the Operational Excellence (OE) System and the Responsible Care RC-14001, Environmental Management System (RC).Assist the identification of OE/RC gap-closure and continuous improvement opportunities.Develop work practices and systems that incorporate OE/RC requirements into routine workflows.Coordinate the Compliance Assurance process to conduct internal performance evaluations, audits, and self-assessments on OE processes plant wide.Support facility personnel to use Action Tracker and Compliance Tracker applications to formally track the action and compliance items to ensure timely completion of gap-closure and continuous improvement strategies.Training and AwarenessDevelop and impart trainings to personnel on process safety program.Lead the awareness initiatives to enhance the PSM understanding among the affected personnel through process safety beacons, lesson learnt, safety alerts, training.Provide appropriate advice, guidance, and counsel to all levels of the facility regarding PSM compliance matters and risk-based decision making.Lead and contribute to the opportunities identification for the continuous improvement of Departmental systems, policies, procedures, standards, processes and practices considering international leading practices to enhance process safety performance, productivity and operational efficiency.Provide critical input to support the development of Section's systems, policies, processes, and procedures to meet business requirements.Administer the implementation of policies, processes, procedures, standard and instructions so work is carried out in a consistent manner to ensure the company objectives are achieved.Quality, Health, Security, Safety and EnvironmentEnsure compliance with regulatory requirements and relevant quality, health, safety, security and environmental procedures and controls across the Section to guarantee employee safety and delivery of high-quality products/services.ReportingPrepare relative reports in a timely and accurate manner to meet the Department's requirements, policies, and standards.QatarizationContribute to the development of Qatari employees. This accountability is applicable to expatriate employees only.QUALIFICATIONS & EXPERIENCEEducationRequired: Bachelor's degree in Industrial Safety/Occupational Safety or any other Engineering discipline.ExperienceRequired: 5-7 years of relevant experience in the O&G Industry or in Petrochemical Industry.Preferred: Experience in Petrochemicals Industry.Other Job Specific Requirements and/or Vocational Accreditations:OSHA PSM StandardPHA Facilitation and HAZOP/LOPA PrinciplesRCA FacilitationOther Regulatory Standards (OSHA, NFPA, etc.)
