Value Safety Office, VSO (Patient Safety/ Performance/ Clinical Risk/ Culture) Job Description Broad Responsibilities • To continuously improve patient safety and care quality through embedding and translating the foundations of culture of safety to everyday behaviour across the entire organisation. Key Responsibilities and Duties Anchor patient safety incident management, including promotion of incident reporting, investigation of serious safety events, identification of root causes, formulating appropriate recommendations and analysis of aggregate incident data. Develop, implement and coordinate initiatives, activities and programmes that safeguard patient safety or promote culture of safety, including morbidity and mortality review, clinical quality review, patient safety walkabout, patient safety/ quality assurance committees, campaign and events. Drive relevant IT enablement of initiatives and activities related to patient safety, with the goals of optimising process efficiency and maintaining comprehensive records of past events and near-misses. Facilitating transfer of best practices and designing supporting policies and SOPs. Identify existing and potential threats to patient safety and care quality through review and analysis of past records, design appropriate prevention measures, and monitor effectiveness of these measures, in collaboration with clinical risk and enterprise risk management. Create training and sharing platforms, as well as curate contents and resources to raise capabilities on organisational level and disseminate learning. Provide administrative, executive and secretariat support for relevant patient safety or quality assurance workgroups and committees. Engage and collaborate with stakeholders to develop intervention strategies to effect change and improvement. Plan and manage publicity strategies and campaigns to foster a culture of safety and quality improvement in the organisation, as well as organise events such as Quality Day. Design an overarching framework to assess and manage the organisation's performance in the dimensions of patient safety, clinical quality, cost efficiency and value. Build and establish supporting components including identification of appropriate quality indicators and cost data, develop data collection and reporting processes to senior management and Ministry of Health, creating performance dashboard. Responsible for collation of relevant performance data across the organisation, review and analysis of data trends and provide regular visibility to senior management. Proactively identify variations and potential areas in need of improvement. Engage relevant stakeholders in regular performance review and provide the quality and value perspective on possible evolution on the model of care. Provide administrative, executive and secretariat support for relevant workgroups. Assist with the design of an overarching framework to assess and manage the organisation's performance in the dimensions of patient safety, clinical quality, cost-efficiency and value. Identify appropriate indicators to objectively measure performance in the above dimensions. Develop data collection and reporting processes to senior management and Ministry of Health. Assist in the design of performance dashboard. Coordinate collation of relevant performance data across the organisation. Assist in the review and analysis of data trends and provide regular visibility on organisational performance. Engage relevant stakeholders in regular performance review and identify potential areas in need of improvement. Provide administrative, executive and secretariat support for relevant workgroups. Develop and implement an overall Clinical Risk Management framework for the organisation with an emphasis on clinical quality and patient safety. Establish a robust Clinical Risk Registry to enable the collation of data for analysis, review and reporting purposes. Perform risk assessment, analyse current risks and identify potential or emerging risks that can affect the organisation. Propose corresponding risk control measures or interventions to eliminate, reduce or mitigate issues identified in collaboration with relevant stakeholders. Perform risk evaluation and monitoring, and review control measures and prepare risk management reports to management. Create policies, standard operating procedures and risk management toolkit for clinical risk management. Design educational and communication material to raise awareness and equip staff with knowledge and skillset in clinical risks management. Provide administrative, executive and secretariat support for relevant steering committees and workgroups. Define the capabilities required by the organisation's workforce to meet their safety and quality responsibilities. Assist with designing and implementing a tiered education and learning roadmap to build and enhance the organisation's capability in the area of patient safety and quality improvement. Jumpstart faculty development in quality improvement and patient safety education. Co-develop, curate and refresh training curriculum, tools and other learning resources with subject matter experts. Assist with delivery of training workshops. Manage training-associated administrative and coordination work, including training nominations, training registration, logistics, billing and feedback management. Track organisational progress in quality improvement and patient safety capabilities. Engage and regularly network with relevant stakeholders such as the faculty and patient safety officers. Plan and manage publicity strategies and campaigns to foster a culture of safety and quality improvement in the organisation, as well as organise associated events such as Quality Day. Provide administrative, executive and secretariat support for relevant workgroups. All other duties, as assigned by Reporting Officer. Job Requirements Min Degree in any discipline from a recognised institution. Min 5 years of experience in healthcare industry with relevant experience in healthcare/ value-driven care performance management or health services evaluation. Strong organisational, analytical and change management skills. Proficient in basic statistics, with keen interest in data and measurement. Good interpersonal and communication skills. Possess leadership qualities and concurrently a good team player. Meticulous, proactive and independent. Knowledge in data visualisation and dashboarding software is a bonus.
