This position is located in the UNOCT Programme Office on Behavioral Insights (BI) in Doha, Qatar, within the Policy, Knowledge Management & Coordination Branch of the United Nations Office of Counter-Terrorism (UNOCT). The incumbent will report to the Chief of the Programme Office, and work closely with the Capacity-Building Research and Best Practices Team.

The United Nations Office of Counter-Terrorism (OCT) was established by the General Assembly in June 2017. The Office has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandates across the United Nations System; (b) enhance coordination and coherence across the 43 Counter-Terrorism Implementation Task Force entities to ensure the balanced implementation of the four pillars of the Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and (e) ensure that due priority is given to counter-terrorism across the United Nations System and that the important work on preventing violent extremism is firmly rooted in the Strategy. The United Nations Counter-Terrorism Centre (UNCCT) is part of UNOCT and promotes the delivery of United Nations capacity building assistance to Member States.

**Responsibilities**:

Under the overall guidance of the Head of the Programme Office and a daily supervision of the lead portfolio manager, this position will support the implementation of programme of activities related to: (1) conducting and advancing research in behavioral sciences to better understand the drivers and factors contributing to radicalization leading to violent extremism and terrorism; (2) providing capacity-building assistance to Member States and organizations to develop and implement programmes and initiatives on preventing and countering violent extremism (PCVE) that integrate behavioral insights; and (3) promoting outreach and partnerships to share knowledge, expertise, experiences and lessons learned on behaviorally informed PCVE interventions. Specifically, the Programme Officer will be responsible for the following duties:

- Develops, implements and evaluates assigned programmes/projects, including coordinating efforts, monitoring and reporting on progress, taking appropriate follow-up action, and analyzing the outcome;

- Drafts and reviews relevant documents and reports in the context of defining and assessing good practices of incorporating of behavioral science into program activities related to PCVE/CT;

- Identifies problems and issues to be addressed and initiates corrective actions in the context of incorporating behavioral science into program activities focusing on prevention of radicalization, violent extremism and terrorism.

- Liaises with relevant parties and potential partners including government agencies, international, regional and subregional organizations, UN entities, research and academic institutions, suppliers.

- Provide scientific and technical support for the selection, interpretation and reporting of the use of behavioral science for PCVE/CT related areas.

- Researches, analyzes and presents information, focusing on a variety of information gathered from diverse sources.

- Coordinates policy development, including the review and analysis of issues and trends in the context of in the context of behavioral science, preparation of evaluations or other research activities and studies in the given field.

- Provides guidance to, and may supervise, more junior staff.

- Performs other duties as required.
