General Description of Role and Responsibilities:

  1. Managing the integration and validation activities of the Contractor, together with the validation of all Test and Commissioning plans and test procedures for the program.
  2. Lead, direct and supervise a team of discipline Engineers in preparation and execution of commissioning of work location.
  3. Assuming entire responsibility for the completion of the implementation in conformance with the clients needs and project standards.
  4. Plan, organize and supervise works to ensure all works performed within the parameters of the project schedule.
  5. Liaison with the Systems Engineering team for engineering support and control.
  6. Coordinate with the Operator, Civil Defense, EXPRO, and other third parties related to all necessary testing and commissioning requirements for the project.
  7. Ensure all testing and commissioning works are comprehensive and discussed with stakeholders to ensure best implementation.
  8. Approval of testing and commissioning works.
  9. Participate in negotiations with regulatory agencies in public meetings with the client.
  10. Initiate risk assessment of testing and commissioning works, review and endorse risk assessment results and recommend course of action to ensure mitigation of risks.
  11. Attend to final inspections on completed projects and initiate Contract Completion Certificates and Handover Certificates.
  12. Coordinates all activities for the successful Commissioning of the project within project schedules and contractual requirements. Oversees all coordination between Client, Contractor, vendors, Engineering, sub-contractors, and any other external or internal agency to ensure the smooth Commissioning of the process plant.
  13. Review calibration of testing equipment on site.
  14. Reviewing the testing and commissioning plans submitted by the Contractor to ensure compliance with the operational requirements of the project.
  15. Writing Testing & Commissioning reports and documentation.
  16. Ensure completion of training for maintenance and operative staff, O&M manual, spare parts, and as-built drawings.
  17. Informs themselves of the relevant Quality, Environmental, Safety and Occupational Health Policies, Manuals and Procedures within Hill International and ensures continued compliance with these requirements while employed by Hill.
  18. Perform other duties as assigned by the line manager/supervisor.

Qualifications, Experience, Knowledge and Skills:

  1. Bachelor's Degree in Mechanical Engineering.
  2. Minimum 15 years experience in large-scale projects.
  3. Knowledge of all phases of construction operations relating to field activities of engineering disciplines, construction technologies, and jobsite management.
  4. Experience of implementing a zero accident philosophy.
  5. Extensive knowledge of health, safety and environmental policies, processes, and procedures.
  6. Knowledge of the Project Construction Environmental Control Plan.
  7. Excellent knowledge of Water and Wastewater works.
  8. Arabic & English fluency.
