This Job Description reflects the general details considered necessary to describe the principal functions of the job identified and shall not be construed as an exhaustive description of all the work requirements inherent in the job.GENERAL JOB OBJECTIVE:The Common Management Unit is a government organization managing The Global Fund grants to implement AIDS, TB & Malaria care projects all over the country through public and private sector organizations. The Tuberculosis Advisor shall provide state-of-the-art technical expertise to improve the capacity of the National TB Program (NTP) to effectively implement Global Fund (GF) grants as well as support NTP in the implementation and scale-up of TB, RR/MDR/XDR-TB, and preventive TB treatment activities in Pakistan. The TB Advisor will identify programmatic bottlenecks and facilitate solutions through coordinated technical assistance.KEY JOB RESPONSIBILITIES:The TB Advisor will undertake the following activities:Provide technical support to NTP in the development/implementation of GF Grant, TB National Strategic Plan (NSP), and development of PC-1.The Advisor-TB assists to organize the forum & coordinates with all stakeholders for consensus building in the process of developing/updating National guidelines, operational guidelines, and SoP for all initiatives.Provide continuous, day-to-day support to NTP on implementation of key interventions as outlined in the TB National Strategic Plan/TB Grant.Provide support in the implementation and scale-up of priority TB activities including TB prevention, diagnosis, and treatment.Provide guidance and technical support to provincial programs for the implementation of novel interventions for TB elimination.Ensure effective oversight of community development, chest camps, and Lady Health Worker interventions for TB care.Oversee the implementation of TB services to migrants and refugees moving across national borders to create a catalytic effect for increased impact among Afghan refugees, returnees, and mobile populations in Afghanistan, Iran, and Pakistan.Closely work with DRTB unit and facilitate coordinated efforts to scale up DRTB diagnosis and align diagnosis and treatment, closely monitor loss to follow up, treatment failures, emergence of drug resistance, and mortality. Lead MDR/DS TB and prevention/treatment units. Further accountable for effective outcomes of these Units.Guide overall TB/HIV programming including funding requests, grant-making, reprogramming, monitoring, and reporting.Support in TB drugs forecast and quantification and work closely with the NTP Procurement and Supply Management Team to ensure effective supply chain management for TB commodities.Work closely with advisor Lab and provide coordinated effort for scale-up of novel tools and approaches related to laboratory practices. Assist for improved coordination between clinical and laboratory services at all tiers to ensure a patient-centered approach.Support development/implementation of the scale-up plan of GeneXpert (GX) and other rapid TB tests in the country.Support to introduce and achieve rapid uptake of novel tools and approaches aimed at improving the quality of TB and DR-TB care, ensuring support to patients and families, addressing barriers to care.Through collaboration with NLTP and USAID mission identify programmatic gaps which may require additional technical assistance.Support National Program coordinator to liaise with domestic and international partners.Assist the NTP to organize regular (at least quarterly) partners meetings and monitor the performance of TB implementing partners.Advise on optimization and coordination of donor support and technical assistance (from USAID, TGF, etc.) to enhance effectiveness and value for money.Support in the identification of Technical Assistance and guide the development of the term of reference (ToR) for additional technical assistance as needed based on identified programmatic gaps.Enhance coordination and liaison with USAID, GF, and other donors and international partners on planning and provision of needed TA. Provide technical guidance for grants development & negotiation with provinces, partners, and donors. Assist National program coordinator in making appropriate decisions and facilitates grant implementation.Assist in the development of quarterly and annual programmatic narrative reports.Provide high-level technical assistance (TA) to develop and critically review the GF grant annual work plan and budgets, with particular emphasis on any needs for reprogramming to meet GF targets.Review and analyze performance reports submitted to the GF and other partners.Proactively identify and contribute to the resolution of any issues that may lead to disbursement delays and support follow-up actions on grant conditions/Conditions Precedents.Monitor and analyze the implementation of GF grants programmatic activities and financial utilization against signed grant, and request modifications with NLTP as needed.Enabling values - Assist Program coordinator and TB team in making appropriate decisions, facilitate the grant implementation processes.Preserving values - ensuring quality implementation by providing technical assistance and guidance to SRs at all levels and trouble-shoot when needed.Work closely with chief surveillance/ManE Manager and guide in the development of monitoring tools and dashboards for reaching programmatic indicators (GF, WHO, and national indicators).Coordinate with M&E manager to implement monitoring tools and dashboards for programmatic indicators, including routine analysis of performance (GF, WHO, and national indicators).Support monitoring of grant implementation through coordinated field visits.Assist in organizing and participate in the GF, WHO, and USAID monitoring and evaluation activities including program reviews and assessments.Provide support in coordinating regular discussions among the GF, USAID to ensure alignment of technical approaches in the respective TB portfolios.Oversee the implementation of Mandatory TB Case notification.Facilitate in the development of PC-1.Provide guidance and effective coordination with DHO ICT, AJK & GB TB Control Programs for smooth implementation of TB activities.WORK INTERACTIONS:Within Division or Department:Divisional / Departmental HeadsOutside the Organization:All Public & private SRsQualification: MBBS, MPHMax Age: 50 YearsExperience Minimum 10 Years working experience in Public Health Programs with 5 years managerial experience in donor-funded projects with experience of managing a team of people.MBBS with Master in Public Health / MSPH (2 years; full time) from HEC Recognized University. Candidates with PhD in public health and preferably having peer-reviewed publications in International Journals/National Journals will be preferred.At least 10 years' relevant experience in TB Control in Public Health with a minimum of 05 Years' experience in TB control in mid-career position. In-depth knowledge of WHO recommended strategies to end TB and policies regarding diagnosis, treatment, and prevention. Experience in designing and implementing disease control programs, TB surveillance, and use of digital technologies. Evidence of working experience in projects is required.Skills Set: Excellent project management skills, planning and analytical skills. Experience in stakeholders mapping and engagement. Excellent command of English language, grant proposal and report writing with good communication and presentation skills.
