Job#: 2055704 Job Description: Senior Engagement Lead (WEST Strategy) Client Industry: Healthcare IT Contract Terms: 4 Months* (2x 6 Month Extensions Available) Hours: Full Time (37.5 hours/ week) Start Date: ASAP End Date: March 31st, 2025 Work Location: Remote, Canada - must be willing and able to work PST Hours for duration of the Contract. Project Description: The purpose of the Workplace Evolving Services and Technologies (WEST) Services Agreement is to enhance the capability of the Health Authorities to leverage technology (desktop and managed support services) to systemically improve health services across the province of BC. Currently, the WEST Alliance Office (AO) requires the support of a Senior Engagement Lead with significant multi-stakeholder engagement and facilitation skills, along with prior related experience within the BC health sector. As a key member of the WEST Alliance and Strategy team, this role will inform executive recommendations/decisions related to three key areas of focus: (1) Service Realignment; (2) "Information Needs" (including Data Governance and Strategy); and (3) Device Management Strategy and Tech Refresh Program that supports the planning, delivery and quality measures of WEST services, while considering the requirements of the future operating state. This role will report into the WEST-AO Senior Executive Director, Business Relationship Lead, and will additionally support the AO in advancing its ‘Actions and Priorities Framework,’ part of a broader AO-specific approved strategy, which this role is key to completing by fiscal year-end. Responsibilities may include engaging provincial HAs and NTT Data, workshop facilitation, developing engagement strategies, and gathering requirements focused on clinical outcomes, and improving data to ensure provincially shared tools (e.g., ServiceNow) align/support service delivery needs. The role will also support the completion of other deliverables, e.g., benefits realization, governance realignment, and change management. The role will provide leadership and vision by fostering an atmosphere which promotes and encourages strategic and future thinking. The Senior Engagement Lead will be supported by the WEST Secretariat for all planning logistics; and a Senior Business Analyst will also be provided to support initiative efforts (will report into this role). Services Required: Responsibilities: Reporting to the Senior Executive Director, Business Relationship Lead, the Senior Engagement Lead will work in collaboration with WEST Senior Leadership Team (SLT) and PMO to support the successful execution of the WEST Strategy including but not limited to the following:

  • Works with the health authorities (HAs), NTT, AO and vendor partners to support the development of related "Service Realignment, Information Needs, and Device Management Strategy and Tech Refresh Program" key deliverables, as well as related strategy(s), framework(s) and roadmap(s) that:
    • Captures reporting requirements for all stakeholders and service providers (HAs, Alliance Office, vendor partners) in support of WEST service delivery/management.
    • Supports adjudicating the feasibility and effectiveness of the indicators – key to establishing overall program.
    • Completes a Current State Assessment (i.e., state/quality of data, existing data landscape, impacts on operations needed to support OAI Program, reporting capabilities and challenges/gaps, major barriers, etc.)
    • Ensures a shared understanding of the data (i.e., content, categories, format, workflow, consistent definition, etc.).
    • Establishes future state reporting requirements and other needs related to WEST’s GSN instance; along with a defined path for future integration with Lines of Business (LOBs).
    • Understand future state data requirements and gaps needed to support the development of a CMDB, and related technology roadmap that enables or expands toolset(s) and improve data to ensure provincially shared tools align/support service delivery needs.
    • Works with the WEST Service Alignment Lead, Clinical Outcomes Lead and others within the AO to align the outputs of other workstreams into the development of a future state roadmap that is endorsed and supported by WEST Governance.
    • Provides recommendations (i.e., Options Analysis), as well as Risks, Benefits, TCO/ROI and related costs, data governance framework, data standards and policies, as well as key input for consideration to support the data architecture.
    • Development Stakeholder Engagement Plan, lead and facilitates meetings, working sessions, etc. to support completion of various key deliverables.
  • Works in collaboration with WEST Alliance Office (AO) leadership, WEST PMO and WEST Secretariat to:
    • Plan, schedule and prepare for sessions: AO leadership and governance meetings, data reviews, planning sessions, development of meeting materials (Word documents, PowerPoint slide decks, online facilitation tools – Teams, other).
    • The Senior Engagement Lead will be supported as required by Subject Matter Experts (SMEs) in areas related to Outcomes Architecture/KPIs program development, ServiceNow and Data Governance, etc., and will oversee a Senior Business Analyst resource to support delivery of scope of SOW.
    This scope of work will be monitored by the Alliance Office and the consultant. Any hours over and above those set out in Section 2.6, will require written pre-approval by the both the Executive Director, Service Outcomes and Transformation and the Senior Executive Director, Business Relationship Lead, WEST-Alliance Office. Core Deliverables to include, but not limited to:
    • Clinical and Business Stakeholder Engagement Strategy including a documented approach and high-level plan for WEST governance and HA business and clinical stakeholder in awareness and buy-in.
    • Current state assessment of existing data (GSN, provincial data set, HA specific).
    • WEST information needs assessment to inform various WEST Strategy Focus Areas i.e., Service Alignment, OAIP, Information Needs and TRP/Device Management Strategy).
    • Comprehensive gap and option analysis.
    • Future state recommendations, inclusive of benefits and costs.
    • Provincial roadmap, aligned with the other workstreams in the WEST Strategy
    • Meeting agendas, minutes, Visio diagrams, PowerPoint presentations, etc. to support governance and other working sessions.
    • Bi-weekly Progress / Status Reports.
    • Other key deliverables as required.
    Specific Qualifications or Experience Required:
    • Prior successful experience working with executive-level stakeholders in developing/ facilitating strategic stakeholder engagement strategies, plans and associated roadmaps with diverse stakeholders, within the BC Health sector.
    • Demonstrated, successful transformational leadership experience within BC Health Authorities or the BC Ministry of Health.
    • Demonstrated superior analytical skills including the ability to; comprehend, analyze and resolve complex issues and present information in concise meaningful ways.
    • Exceptional strategic, tactical and critical thinking skills.
    • Demonstrated expertise designing data governance frameworks, data modeling, and database design to support comprehensive data strategy, ensure data quality and actionable insights.
    • Ability to describe business/clinical outcome and benefits in layperson terms.
    • Previous nursing experience is an asset, specialized in front-line care and strategic consultancy
    • Ability to meet deadlines in a fast-paced work environment.
    • Ability to work independently and within a team, while influencing and supporting.
    • Excellent proficiency in data analysis, project management software, as well as MS Office suite (Word, Excel, PowerPoint, Access, Project, Visio).
    • Organizational and time management skills.
    • Relationship building at all levels (i.e., end-users to C-level).
    • Sound decision-making and proven leadership in challenging climates where consensus building is a key for success.
    • Ability to define and guide executive leadership towards a vision while maintaining group cohesiveness, motivation, commitment and effectiveness.
    • Strong leadership skills that motivate and encourage collaboration.
    • Understanding of how to interpret customer business and clinical needs.
    • Excellent written and verbal communication skills.
    • Sensitivity to political and other issues and their impact on health care.
    • Previous experience working with BC CIOs/ CTOs is strongly preferred

    • An absolute minimum of eight (8) years of directly related Consulting Category experience.
    • A Certificate in Consulting Category related disciplines and a minimum of six (6) years of related Consulting Category experience; or

    • A Degree in Consulting Category related disciplines and a minimum of four (4) years of related Consulting Category experience
