Salary Range: $28,655– $70,154 per annum. As a general rule, the basic salary is set IAW Office of Personnel Management (OPM) pay setting rules. Salary Currency: US Dollar Pay Plan: T1 Series: 1040 Grade: 09/11 or 11 Organization: OPM-SANG Type of Appointment: Permanent Announcement Type: Internal/External Area of Consideration: Saudi Nationals.

Major Duties

  1. Serves as a branch interpreter-translator for the office of the Program Manager, Saudi Arabian National Guard (OPM-SANG).
  2. Interprets and translates, written and orally, Arabic to English and vice versa.
  3. Translates and interprets conversations, lectures, briefings, correspondence, and other materials in direct support of the Ministry of National Guard (MNG).
  4. Performs simultaneous interpretation during meetings, conferences, seminars and subsequent question/answer sessions.
  5. Provides technical and accurate written translation of reports and other materials related to the full range of professional military subjects.
  6. Translates minutes of meetings/chapters from books, studies, periodicals, newspapers abstract ensuring technical accuracy, grammar and proper idiomatic usage.
  7. Maintains technical proficiency through reading and research of military journals, manuals and publications.
  8. Initiates quality control programs to ensure accuracy in translation and typing for all incoming and outgoing correspondence.

Qualification Requirements

In order to receive consideration for this position, candidates must meet the education and/or the specialized experience requirement, as defined in the U.S. Office of Personnel Management (OPM) Qualification Standards. Additionally, the quality of the experience must clearly demonstrate the knowledge, skills, abilities, and competencies necessary to successfully perform the duties of the position. Applicants will be evaluated to ensure experience and/or education meet the qualification requirements defined in the Multi-National Recruitment System (MNRS) vacancy announcement. Quality of experience relates to how closely or to what extent an applicant's background and recent experience, education, and training are relevant to the duties and responsibilities of the position. Applicants must have the knowledge, skills, abilities and competencies to successfully perform the work of the position at the appropriate level.

Time in Grade Requirement

Applicants who have held a DOD Third State Worker T1 position within the last 52 weeks must meet the Time in Grade Restriction. Proof will be required before you can be referred to Management. Must have 52 weeks of Federal service at the next lower grade (or equivalent).
  1. For a T1-09 position, you must have served 52 weeks at the T1-07.
  2. For a T1-11 position, you must have served 52 weeks at the T1-09.

Experience

The experience described in your application will be evaluated and screened for the basic qualification requirements, and the skills needed to perform the duties of this position as described in this vacancy announcement. To qualify for T1-09, the applicant must possess one full year of specialized experience equivalent to at least the T1-07 (or equivalent) level. Specialized experience for this position is defined as:
  1. Performing work that requires communicating in written and spoken Arabic and English; and
  2. Performing written and verbal translations from and into English and Arabic.
To qualify for T1-11, the applicant must possess one full year of specialized experience equivalent to at least the T1-09 (or equivalent) level. Specialized experience for this position is defined as:
  1. Performing work that requires communicating in written and spoken Arabic and English; and
  2. Performing written and verbal translations from and into English and Arabic; and
  3. Translating, drafting and proofreading documents from and into English and Arabic.
The related work experience must have been equivalent in difficulty and complexity to the next lower grade level.

Education

Regarding education, please ensure full completeness of your profile in MNRS under "Educational/Occupational Training". Transcripts will be required if you are claiming substitution of education for experience. If the degree/diploma is submitted in any other language than English, a certified translation will be required to allow the BENELUX Civilian HR Service Center to verify the level of education claimed. US education accreditation is not required. Substitution of education: A degree in a related field. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

Selective Placement Factors

Position Requirements:
  1. Must be able to obtain and maintain security background check.
  2. 90-day trial period may be required.
  3. Excellent command of English and Arabic is required.
  4. A valid Saudi Arabian driver's license is required. The selectee must be able to obtain and maintain a government's driver's license.
  5. Applicants must pass the Language Specialist test administered by OPM-SANG G3 Operations Division to be considered.

Conditions of Employment

General Information:
  1. Position may require overtime work.
  2. Position may require shift work and/or work on rotating shifts to provide coverage on evenings, weekends and/or holidays.
  3. Position may be filled at any grade level with noncompetitive promotion potential to target grade.
  4. Work week in Saudi Arabia is Sunday through Thursday.
