The HSE Manager will work under the line management of the Regional HSE Manager, however on a day to day basis will be site based on a specific Project, supporting the AtkinsRéalis Project and Construction Management Team to establish, implement and assure effective Project HSE Management arrangements. The role requires a good understanding of civil and construction activities, particularly in the management of high hazard/Critical Risks. Additionally, the successful applicant will be experienced in mechanical and electrical installation works, with a strong working knowledge of safe systems of work around energy isolations. Key Responsibilities
- Health and Safety Management Arrangements: Develop and subsequently monitor implementation of appropriate management arrangements for the Project.
- Establish Comprehensive HSE Plans: Prepare bespoke Project Health and Safety, Environmental and Emergency Response Plans.
- Integrate HSE in Contractor Prequalification: Develop and implement systems to include HSE in contractor prequalification processes.
- Contractor Risk Management: Ensure contractors have systems for risk control, especially in work planning and method statements.
- Site Visits and Support: Regularly visit site to undertake assurance activities to verify compliance with Project HSE requirements.
- Critical Risk Control Protocols: Undertake and record Critical Risk Control Protocol checks in line with BlueBook requirements.
- HSE Meetings: Chair routine Project HSE Meetings and additionally attend Project Progress Meetings to communicate key Project HSE related performance and related information.
- Risk Assessment: Ensure that AtkinsRéalis activities are covered by suitable and sufficient Risk Assessments.
- Contractor RAMS: In conjunction with Construction team, undertake reviews of contractor planned activities (Risk Assessments and Method Statements) to ensure that HSE related impacts associated with the works identify hazards, resources, equipment and risk control strategies to enable the task to be completed in a safe manner.
- Manage HSE staff: Lead and provide functional management for health and safety personnel under their control.
- Contractor HSE staff: Review and approve Contractors proposed HSE staff.
- Client Collaboration on HSE Compliance: Work closely with Project client to ensure HSE requirements are met and documented.
- Develop HSE Training Program: Prepare Project HSE Training Matrix and ensure delivery of appropriate materials by competent individuals.
- Conduct HSE Audits: Regularly undertake self-audit of the Projects, address nonconformities, and track them until closure.
- Promote a Just HSE Culture: Foster a culture of fairness and learning in HSE practices. Support Project Team: Assist resident engineers and project managers with HSE-related matters.
- Office Safety: Undertake and record routine office safety inspections to ensure that these AtkinsRéalis workplace HSEW requirements.
- Promote AtkinsRéalis Values: Be an ambassador for corporate values and best practices in HSE.
- Advise Senior Management: Support senior management with leadership tours and HSE advisories.
- Reporting: Produce HSE Reports on a weekly/monthly basis for both the client and internal (Project and Corporate) as per Project arrangements.
- Incident Investigation: Investigate incidents and Serious Injury and Fatality (SIF) events to derive and share lessons.
- Preferred Middle East experience
- 10+ year overall experience in HSE
- Main contractor experience
- Strong working knowledge of electrical and mechanical systems and/or high hazard work environments
- NEBOSH Certificate/Diploma; OR
- Degree in Occupational Health and Safety, electrical or mechanical engineering
