SummaryAssisting the Secretary-General in providing specialized legal advice to the University Affairs Council and the General Secretariat with high efficiency and achieving effective communication with universities and other parties.ResponsibilitiesParticipate in preparing the secretariat's strategic plan to ensure that ambitious and logical goals are set.Participate in developing a comprehensive strategy and action plans to align with the University Affairs Council's strategy to ensure goals are achieved.Supervise the preparation of the necessary plans for legal affairs.Supervise the preparation, review, and development of university systems and regulations.Supervise the preparation of studies and legal consultations.Prepare reference and standard legal studies to provide the best legal practices in the various comparative legislations involved in the competence of the secretariat's work.Supervise the representation of the Secretariat in any cases brought by it or against it before judicial authorities, public or administrative courts, or relevant judicial authorities, arbitration, and judicial committees of all kinds, or appoint whomever it deems appropriate in this regard.Supervise the preparation of the record of pleading sessions before courts and quasi-judicial committees, following up on those charged with pleading and ensuring its regularity without prejudice.Study the judicial rulings issued to which the Secretariat is a party, extracting the reasons, submitting the necessary proposals in light of that, supervising the organization and preservation of cases and records, archiving them, and classifying them according to the technical foundations for easy reference.Draft and review contracts, agreements, memorandums of understanding, and cooperation that the secretariat concludes with others in technical coordination with the relevant content units of the General Secretariat.QualificationsPhD with a degree of no less than associate professor, specializing in law, preferably in administrative law.Proficiency in spoken and written English.At least ten years of experience in legal and academic work in universities.It is preferable to have courses in the fields of legal governance, compliance, management, planning, leadership of work teams, and in human relations skills.
