Arctech Solar Holding Co., Ltd. is a prominent Chinese enterprise expanding its global presence by establishing a new factory in Saudi Arabia to support Arctech 2025 vision (be the 1 class worldwide of solar tracking system). We are in search of a highly qualified and experienced Saudi Arabian Administrative and Facility Supervisor to oversee administrative tasks and facility-related matters during the pre-construction phase of our factory. The new company in Saudi will be the manufacturing center in Middle East and Africa to supply this huge market which have 50GW volume in the next 5 years. Total 8GW yearly capacity will be planned in this new plant. Whole project includes 3 phases, it will produce the main structure parts of our tracking system. Location: Riyadh Responsibilities:

  1. Manage logistics operation in Saudi -- covering logistics planning, import/export handling, customs clearance, transportation, plant logistics, warehousing, vendor/contract management, insurance, payment settlement, claim follow-up, etc.
  2. Setup logistics process system, define logistics tactics & improving actions. Assist line manager to build & optimize Saudi/ Middle East logistics route to realize best logistics route & cost.
  3. Manage all logistics related service contracts, secure all contract items are well reviewed, signed & executed.
  4. Effectively manage, maintain and develop Saudi suppliers to complete the corresponding tasks on time, including negotiation, selection, signing and other works.
  5. Manage logistics price. Negotiate with logistics vendors to secure logistics cost is controlled at a good level, contributing to project revenue.
  6. Plan & manage Saudi transportation capacity, secure the efficiency & quality of logistics and distribution, and improve customer experience.
  7. Assist in reviewing project contract documents for Saudi/ Middle East business, provide logistics items/terms evaluation input & risk assessment to secure effective & safe logistics operation. Discuss bidding strategies with the business team based on the company's products and overseas layout, project site conditions, formulate logistics solutions and budgets, and support the company's order acquisition and business development.
  8. Work with stakeholders & global logistics team, suppliers to formulate detailed logistics operation/management plan, to ensure that logistics and distribution handling meet project requirements. Organize internal and external communication, confirm the main milestones of the project, and ensure the steady progress of the project.
  9. Responsible for communicating with suppliers & sales/supply chain team, as one of the main interface people of the project. Control every decision of the project, settle all kinds of project logistics problems properly with principles and positions, and maintain customer relations.
  10. Responsible for the cargo receiving control at project site, organize suppliers and subcontractors to closely conduct upstream/downstream work effectively & safely.
  11. Handle Saudi Arabia's customs affairs and exception handling, cooperate with Saudi customs import inspection and review to ensure effective operation. Build good relationship with customs. Setup Saudi/ Middle East cargo HS code/duty rate list for all import/export goods.
  12. Manage logistics budget & costs control for Saudi/Middle East projects, regularly summarize Saudi tariff bills and original logistics invoices, analyze logistics costs, formulate cost control plans and put forward cost optimization suggestions, to achieve consistency between bills, accounts and goods.
  13. Strengthen the coordination of production planning, warehousing, storage and delivery, and ensure the on-time delivery of finished products.
  14. L/C management, handle L/C presentation of Saudi Bank, check required documents.
  15. Handle POD receipt collection & payment settlement, follow up claims & insurance issues.
Qualifications:
  1. University/College degree. Logistics major preferred, economic or trade major also accepted.
  2. 8+ years of new energy industry related background. Has 3+ years project management experience, with leading role in logistics function.
  3. Familiar with Saudi customs clearance, has rich experience in local & international logistics operation and management; familiar with the laws and regulations of international trade, customs and SAFE.
  4. Know well Saudi/ Middle East logistics market & has supplier resources. Has strong price & contract/service management skills.
  5. Accept overseas-based assignment (if not SA resident). Can use English and Arabic as working languages -- fluent reading and writing. Can speak Chinese is more preferred.
  6. Strong project and team cooperation ability, skilled in PPT, WORD, EXCEL and other office software.
  7. Has good communication skills, resource integration ability, orderly thinking, strong logistics, and strong pressure resistance.
