Airswift is seeking a Commissioning Electrical Lead to work in Qatar with a major Oil & Gas Company. QUALIFICATIONS

  • Master's degree in electrical engineering or Bachelor's degree with a minimum of 10 years experience.
DUTIES AND RESPONSIBILITIES
  • Manage all execution of electrical commissioning activities to achieve commissioning schedule on target with all safety requirements especially during SIMOPS.
  • Monitor the contractor electrical commissioning activities ensuring the OPERCOM methodology is respected and the system database ICAPS is used properly.
  • Lead execution for electrical commissioning at site (onshore/offshore) and keep commissioning execution committed to targets defined by project management, maximizing onshore commissioning activities versus offshore.
  • Act as the focal point for electrical commissioning activities during the complete execution stage, promoting and implementing system completion and system completion database at site.
  • Assist the NFXP Offshore Commissioning Manager in executing project responsibilities for system completion, onshore/offshore commissioning, and preservation scope of work while coordinating with system completion engineers, commissioning engineer teams, and preservation engineers.
  • Champion initiatives with the contractor to deliver on project objectives including safety, quality, cost, and schedule; review contractor’s commissioning execution effort and provide recommendations as necessary.
  • Provide guidance and timely review on contractor’s commissioning execution plan and processes, verifying fitness for purpose and compliance with contract requirements including codes and standards.
  • Ensure coordination and communication for site activities with other disciplines such as construction, Hook up and Completion Team, and SHE representatives; provide technical support with contractor, quality, safety, planning, engineering, and start-up/performance testing.
  • Review, approve, and implement commissioning system completion and technical documents prepared by the EPC Contractor; ensure timely submission and review of all documents as per schedule in accordance with the EPC contract requirements.
  • Review and propose mitigation for commissioning aspects of the Risk Management Plan and monitor the mitigation when defined.
  • Review all commissioning changes, including justification for cost and schedule impacts, in accordance with the MOC procedure.
  • Attend meetings as required; mentor trainees to develop their project skills and experience while on site; maintain a register of lessons learned.
EXPERIENCE:
  • Minimum of 10 years of total experience with at least 6 years demonstrated as commissioning experience in major capital projects.
  • Experience in managing commissioning execution and performing OTPs of all electrical facilities such as UPS and Battery, VSR, normal and emergency power distribution, HVAC, Navigation Aid, ELICS/PMS, subsea cable and umbilical, transformer, control and electrical protection systems, telecom.
  • Familiarity with LOTO procedures and electrical codes and standards.
  • Experience working in interface with several EPCs.
  • Familiarity with system completion database ICAPS and OPERCOM methodology.
  • Worldwide commissioning experience with contractors or under company particularly in commissioning and start-up support of offshore production facilities.
  • Experience handling EPC contractors, sub-contractors, and vendors involved in the oil and gas industry; familiarity with preparation of work packs and job cards for offshore campaigns.
  • Excellent interpersonal and communication skills with a focus on teamwork and the ability to communicate and interact within a PMT.
  • Application and in-depth knowledge of stakeholder specifications and a working knowledge of industry standards.
  • Conversant with ATEX/IEC regulations.
