Purpose The Senior Civil Design Engineer will be responsible for leading the Civil Assurance Team across the InfrastructureDepartment Portfolio with a source of expert technical advice, assurance, compliance, approval and due diligence on allcivilsbuiltassets,butwithaparticularfocusonairfieldcivils,toensuretheymeettherequiredbriefsandarefunctional,efficientand safe. The Senior Civil Design Engineer will develop and implement a Technical Assurance Framework for civils infrastructure across the Portfolio, co-ordinating with the technical team reviewing designs developed by Framework Design Consultants and Contractors in respect of technical acceptability, compliance with standards and constructability and will ensure Infrastructure projects adhere to the correct technical design and legislative standards including those in the Employer Requirements (ER). Principal Responsibilities Programme Requirements, Standards & Performance Ensure designs and contract documents are completed in accordance with timelines, quality, and cost objectives as set out by the Contracting Entity and in compliance with best in class governance and controls procedures as defined within the Contracting Entitys programme / project execution system. Undertake technical assurance/due diligence at key governance stage gates Assess project requirements relating to civil engineering elements across the Programmes to ensure they are feasible and in line with the Contracting Entitys objectives Ensure Employer Requirements (ER) meet client and programme business needs and performance specifications Work with the Programme teams to ensure Contractor(s) compliance with the approved civil designs during the construction phases Technical Guidance OverseecivilsinputacrosstheProgrammesassuringthedesignofthecivilelementsof infrastructureprojectsand facilities and that they are designed in accordance with codes of practice, ICAO/EASA standards and bestinternationalpractice. Assessprojectlifecyclecostsaspartofdesignmanagement,incollaborationwithCommercialandContractmanagementteam ProvideinputintoValueEngineering(VE)andcostreductionexercises. ImplementRobustQualityManagementSystemsrelatingtothedesignprocess AudittechnicalprocessesandproceduresrelatingtocivilselementsacrosstheInfrastructureteam Ensuredocumentationandreportingoffindingsidentifiedthroughauditsandinspectionsarestructuredtoenabletimely andtargeted actions Contributetothecontinuousdrivetowardsahigh-performanceculturewithinthecivilsteam. Developandcontributetoqualitystandardsfortests,inspectionsandevaluations. Ensurethatthecivilelementsofthedesignrespondappropriatelytothespecificelementsoftheuserbrief,suchthat all client requirements and expectations are adequately reflected in the design and execution and that thedesigniscompliantwithplanningandregulatoryrequirements,standards(ICAO/EASA)andairportdirections(D-OConstructionProjects)andother statutory requirements. Engagewithandbench-markagainstUKandEuropeanAirportsto applybestpracticestandardsandprocedures Ensureworksaredesignedandphasedinamannerwhichminimisesoperationaldisruptionandthatareconstructableandcostefficient Provideoversightandguidancetothecivilsteaminthe reviewofexternaldesignpackagesforappropriatenessandcompleteness reviewofallconsultantsworkandcontractorsubmissionsonallassignedprojects preparation of tender requests for the procurement of external consultants and supporting the procurement of civil design services and contractor(s) the writing of specifications and technical reports, conducting site visits and site surveys and meeting with clients and project stakeholders during the programme lifecycle Perform the technical compliance reviews of civil design documentation, making recommendations on the designs based on the review of drawings / specifications / design information and the need to align to the Contracting Entitys strategic intent. Provide professional technical guidance to the civil engineers within the Delivery Programmes where required. EnsurethattherecommendedsolutionsaresustainableandcosteffectiveacrosstheProgrammes. Manage and oversee all issues, root causes, and corrective actions recommended / taken to ensure closure in a timely manner Working within a multi-disciplinary team & managing stakeholders Overseethetechnicalperformanceofinternalcivilsdesignteamandexternalthird-partyconsultants Coordinate with the wider Programme teams for works in progress including agreeing specifications andstandards,constructionsupervisionandtestingrequirements,andproviderecommendationsforfinalacceptanceofcompletedworks Beproactiveinco-ordinatingprojectdesignrequirementsbetweenfellowdesigncolleagues,projectmanagers,assetcarepersonnel andexternal consultants Supportstakeholders,externaldesignersandcontractors,ensuringthatthebestvaluedesignoutcomeisachieved. Provideinputintotherelevantprojectandprogrammemanagementprocessesandprocedures Ensure clear coordination with other aspects of the projects (e.g. electrical, mechanical, architectural, structural design) to ensure interfaces are functional Knowledge,Qualifications,Experience& Skills Experience 15+ years experience with at least 10 years design management experience and a proven track record of leading technical assurance activities across the programme lifecycle through to completion in high value airport/aviation. Strongdesignandassuranceexperienceofairfieldcivilsinfrastructureinparticular Stronganddemonstrableleadershipandmanagementexperience,includingdesignmanagement,assuranceandchangemanagement. Experienceinplanning,governanceanddeliveryhavingmanageddesignteamssettinggoals,objectivesandpriorities,andestablishingclear rolesandresponsibilitiesforalldirectreports. Tangibleexperienceofdrivingbestpracticeintechnicalactivities,processes,policiesandstandards In-depth understanding of the design and delivery requirements of technically complex projects in the architectural / engineering / construction sectors Experience of dealing with a range of stakeholders at all levels across the organisation influencing the improvement of process and guidance to support project delivery and reporting. Knowledge of quality management and process improvement practices and systems desirable - preferably within the Construction sector. Skills Successfullyleadanddeliveronsimilarsized,multipleandcomplexconstructionprojects; Abilitytomanagemultipletechnicalrequirementsandteamswithinaconstructionenvironment; Abilitytomanagetechnicaloutputstodriveefficiency Excellentcommunication(bothverbalandwritten)andinterpersonalskills Ability to create a collaborative culture across the programme team (Infrastructure, end users and supply chain) Abilitytogovernanddriveoutcomestoensurehighqualityservicedelivery Ability to deal with and resolving unforeseen risks and issues Excellent stakeholder negotiation and management skills. Formal Education Qualifications MinimumLevel8BachelorofEngineering(orequivalent)inCivil/StructuralEngineering International Level 9 Masters in relevant field would be advantageous Professional Memberships Chartered member of a relevant professional body e.g. Chartered Engineer (MICE, IEI or equivalent) Benefits: Work From Home
