Deputy Chief Engineer (Material Control Unit)July 15, 2024JOB DETAILS:Qualification & Experience:Engineering graduate from HEC recognized university with at least 6 years of experience. PEC registration is mandatory.Responsibilities:The purpose of this position is to prepare technical specifications for machines, equipment, and vehicles. The incumbent is responsible for arranging the procurement of materials, equipment, and other materials in a timely and cost-effective manner.Duties and Responsibilities:Implement effective strategies for the storing and handling of critical materials.Ensure compliance with safety protocols and implement measures to prevent damage or degradation of critical materials during storage and handling.Plan and procure resources including equipment, tools, and consumables required for the construction activities in collaboration with Planning & Development and Procurement departments.Initiate procurement through tendering process or routine quotation process depending upon the type of item.Prepare and update technical specifications of items including machines, equipment, consumable material, civil construction material, vehicles, and spares required for project work.Develop and implement strategic plans for material control, ensuring alignment with project objectives, timelines, and quality standards.Supervise the thorough management of inventory, optimizing stock levels to meet project requirements while minimizing excess or shortage risks.Collaborate with vendors to secure the timely and cost-effective supply of materials.Negotiate favorable terms and conditions to enhance procurement efficiency.Implement robust quality assurance measures for all procured materials.Ensure adherence to industry standards and project specifications.Optimize the procurement process by identifying cost-effective sourcing strategies, negotiating contracts, and establishing long-term relationships with reliable suppliers.Ensure thorough inspections of incoming materials to verify quality and compliance with project specifications.Address discrepancies and implement corrective actions.Supervise the processing of material requisitions from various departments.Ensure timely fulfillment of material requirements to support project timelines.Work in collaboration with the budget control team to ensure that material procurement aligns with approved budgets.Implement measures to control costs and prevent budget overruns.Ensure accurate records of material transactions, including receipts, issuances, and returns.Generate regular reports for management to provide insights into material usage and trends.Identify opportunities for continuous improvement in material control processes.Implement best practices to enhance efficiency and reduce lead times.Provide training and development opportunities for the material control team.Develop a culture of continuous learning and skill enhancement.
