We are seeking an experienced and highly motivated Project Manager with approximately three years of relevant postgraduate experience in civil engineering to manage and oversee the successful delivery of construction projects in Singapore. This position requires a degree in Civil Engineering recognized by the Professional Engineers Board (PE Board), along with a solid understanding of project management principles and construction site operations. You will be responsible for ensuring that projects are completed on time, within budget, and in compliance with safety and regulatory standards.

Key Responsibilities: Develop comprehensive project plans, including timelines, budgets, resources, and risk management strategies.

Coordinate and manage all phases of the project lifecycle, from pre-construction through to completion, ensuring alignment with project objectives and client requirements.

Ensure timely delivery of project milestones, adhering to deadlines, cost constraints, and quality standards.

Supervise and lead cross-functional project teams, including engineers, contractors, subcontractors, and suppliers.

Act as the primary point of contact between the client, contractors, consultants, and internal teams, ensuring clear communication and efficient collaboration.

Attend and lead regular project meetings to track progress, discuss challenges, and provide updates to clients and senior management.

Oversee and manage project budgets, ensuring that financial resources are used efficiently and cost overruns are minimized.

Prepare and review cost estimates, quotations, and tenders, and monitor project costs against the budget throughout the lifecycle.

Approve and manage payments to subcontractors and suppliers as per contractual agreements.

Ensure that all works are completed to the highest quality standards, in compliance with local building codes, industry standards, and client specifications.

Conduct regular inspections of work in progress to ensure compliance with design specifications and regulatory requirements.

Monitor and enforce adherence to health, safety, and environmental standards on-site, in line with Singapore’s Workplace Safety and Health Act (WSHA).

Identify potential project risks and develop mitigation strategies to address challenges and avoid delays.

Proactively resolve project issues and conflicts, working with stakeholders to develop solutions and ensure project progress is not impacted.

Maintain accurate and up-to-date project documentation, including schedules, progress reports, change orders, and meeting minutes.

Prepare and submit regular progress reports and updates to clients, senior management, and relevant stakeholders.

Ensure that all legal and contractual requirements are met, and that relevant permits, licenses, and approvals are obtained on time.

Build and maintain strong relationships with clients, providing updates, addressing concerns, and ensuring satisfaction with project deliverables.

Support business development activities, including providing technical expertise in project proposals and bids.

Qualifications and Requirements: A Bachelor’s Degree in Civil Engineering from a recognized institution.

Degree recognized by the Professional Engineers Board (PEB) in Singapore.

Minimum 3 years of relevant postgraduate experience in project management or civil engineering, with a focus on construction projects (infrastructure, buildings, or similar sectors).

Experience with managing multiple stakeholders, including contractors, consultants, and clients.

Proven track record of managing medium to large-scale projects from initiation to completion.

Strong knowledge of civil engineering principles, project management processes, and construction techniques.

Proficiency in project management software (e.g., MS Project, Primavera, Procore).

Excellent organizational, multitasking, and leadership skills.

Strong communication skills, both written and verbal, with the ability to present and negotiate effectively with clients, contractors, and team members.

Good understanding of Singapore’s local building codes, regulations, and industry standards.

Ability to manage project budgets, timelines, and resources effectively.

Familiarity with the Workplace Safety and Health (WSH) regulations in Singapore.

Ability to work under pressure and manage competing priorities.

Strong problem-solving skills and the ability to make decisions independently.
