Position Description:

Responsible for the formulation of KAHRAMAA's HR policy, under the guidance of the Senior Policy Analyst. The role is responsible for developing HR processes, procedures, flowcharts, and forms. Responsible for providing administrative support to the human resources department and ensuring the smooth operation of HR processes and procedures. This role involves handling HR-related documentation, maintaining employee records, coordinating HR activities, and assisting with various HR initiatives.

Key Responsibilities:Evaluates existing HR policy and general personnel benefit provisions against prevailing practices among similar organizations and assists in the effort to push for the adoption or approval of proposals that increase competitiveness.

Participates in the formulation of HR policy, systems, and procedures pertaining to employment, compensation, employee relations, and employee administration or services, in accordance with company objectives, government regulations, and labor laws.

Develops implementation guidelines and manuals to provide convenient reference of HR policy provision to employees, supervisors, and managers.

Drafts directives advising department managers of company policy regarding various areas of HR management and ensures their wide and timely circulation.

Deals with oral or written queries or requests for clarification of HR policy provisions that may deal with possible conflict issues between KAHRAMAA's policy and government or general legal requirements.

Designs and reviews HR processes, procedures, flowcharts, and forms to support HR policy implementation.

Ensures the compliance of KAHRAMAA HR policy provisions with government and general legal requirements in terms of content, form, and language of the HR policy.

Refers HR policy issues or cases that may have future legal implications or liabilities for KAHRAMAA to subject matter experts for advice or final resolution and files relevant documents for corporate knowledge purposes.

Assists with the onboarding process for new hires, including organizing orientation programs, preparing employee welcome packs, and coordinating required documentation.

Supports offboarding activities, such as exit interviews, return of company property, and employee record updates.

Prepares and maintains HR documents, employee handbooks, policies, and procedures. Ensures accuracy, completeness, and compliance with legal and regulatory requirements.

Utilizes ERP systems and databases to input and retrieve employee data. Ensures data accuracy, generates reports, and provides basic HR analytics as needed.

Monitors and manages employee leave requests, ensuring compliance with leave policies and tracking balances, and provides reports to payroll for processing.

Drafts HR-related correspondence, such as employment verification letters, disciplinary notices, and memos. Coordinates internal communication related to HR policies, procedures, and updates.

Ensures compliance with relevant laws, regulations, and internal policies. Maintains proper record keeping, such as filing, archiving, and retrieval of HR documents in accordance with data privacy and retention requirements.

Maintains personnel databases; employee record keeping, data security, and integrity under HRA competency.

Ensures the processing of new hires, re-hires, and terminations is accurate and timely.

Arranges and ensures timely payment of employee benefits such as loans, airfares, freight charges, Qatari leave bonus, education assistance to Qatari staff, etc.

Arranges termination of employee services in accordance with HR Law and ensures payment of their terminal benefits.

Authorizes the processing of Qatari retirements, insurance claims, health benefits, and injury compensation.

Processes retirement/pension payments (mandatory, disability, voluntary) and prepares final settlements.

Processes resignations and service terminations as per policy.

Resolves and assists retired employees in the settlement of their dues.

SkillsEducation and Experience:Bachelor's degree in human resources, business administration, or psychology; postgraduate degree in Business Administration or HR preferred.

More than 10 years of experience in a similar role.

Bilingual spoken and written English and Arabic preferable.

Required Skills:Ability to effectively manage time and schedules.

Skill in budget preparation and fiscal management.

Ability to communicate effectively, both orally and in writing.

Knowledge of ISO/Risk management standards and procedures.

Advanced knowledge and understanding of ERP/HR Systems.

Ability to make administrative/procedural decisions for improvement.
