The Section Head role is responsible for ensuring all talent development programs, Performance Management reporting and compliance and Career Development plans are designed, developed, and implemented, in alignment with the strategy for the sector and annual plans.Responsibilities:Provide thoughtful leadership and strategic advice in all areas of Talent Development.Lead the development and execution of talent development strategy and initiatives that are fit-for-purpose, sustainable, and address all the Organization's priorities, aligned to its immediate and future needs.Manage designing, developing, implementing, and measuring learning and development programs ensuring that all programs are customized to the organization's specific requirements to achieve the desired benefits - aligned with the training needs analysis.Oversee and manage leadership development programs and interventions for managerial and leadership roles and general career development aligned with strategy for the sector.Manage training activities, ensuring that employee development needs are met, budgets are respected, and courses are impactful.Manage an integrated competency framework to set capability standards in sync with the set objectives to support in ensuring that people with the right skills are in the right role to succeed.Oversee the development and implementation of a succession planning model and tools, ensuring its effectiveness and enabling business continuity for the organization.Partner with Senior Management to ensure the right leadership and talent development programs are deployed to address talent shortage in the sector, as applicable, and bridge capability gaps.Manage the performance management system and tools, in line with leading practices, ensuring performance measures are tangible and the process is objective and transparent.Lead the development and implementation of a succession planning model and tools, ensuring its effectiveness and enabling business continuity for the business.Manage and monitor the development and implementation of specialized career development programs to ensure Emirati talent is positioned as leaders, particularly in specialized areas.Evaluate and approve training proposals, analyze course contents and Trainer CVs to ensure that they are meeting organization requirements for effective deployment across the desired business units/individual.Coordinate with the organization to ensure the Performance Management monitoring and reporting implemented across the organization is aligned in terms of expectations and timeframes.Ensure all new joiners have probation objectives logged on the applicable system and that reports are provided for timely closure, prompting, and giving the line managers time to ensure employee's performance is fairly assessed.Provide reporting to the People & Performance Director on the performance cycle and applicable communication to ensure each phase is closed in a timely manner.Prepare all reports for the year-end calibration sessions and lead on this as directed, ensuring timely final submissions to the ORGANIZATION, where required.Requirements:Qualification:Bachelor's degree in human resources, Business Administration or equivalent.Master's degree in human resources, Business Administration or equivalent is preferred.Certifications in Human Resources are preferred.Experience:8 years of experience in Human Resource of which at least 2 years should be at a managerial level.Language: full professional English and Arabic (speaking, reading, and writing).Skilled in MS Office (PowerPoint, Word, and Excel).High level of competency in relevant software applications.Self-motivated with a proven ability to complete work in a timely manner.Ability to quickly integrate with existing business software tools and knowledge of other relevant industry software.Excellent written and verbal communication skills - including appropriate stakeholder alignment.Evidence of managing Talent Development Programs, preparing budgets, and Training Needs Analysis necessary.
