Purpose - He will be part of a Strategic Communications team that will be delivering a major transformation programme to the Qatar Ministry of Defence (MOD).

Key Responsibilities:

Support establishing the Media Operations/Public Affairs function and Command function of the new organization under the direction of the Programme Director by providing technical advice/input and assurance.

The Media Technical Advisor will make a major contribution to the shaping and building of the new capability for the MOD.

Strategic Responsibilities:

Support to a major MOD transformation programme through the provision of technical advice/input and assurance.

Provide specialist advice within a capability programme focused on communications (strategic communications; information operations; media operations; psyops) for the MOD.

Operational Responsibilities:

Support to the delivery of the building/facilities for the new organization by providing advice and assurance of the contractor's design of TV and recording studios, sound rooms, and edit suites (Shape/Milestone 2).

Lead on drafting fully comprehensive style guides and visual style guides (Shape/Milestone 5).

Support to the development of the Capability Plan by providing technical advice and input on media tools/equipment/facilities design (Shape/Milestone 06).

Support to the completion of the Performance Measurement/Output/Content Targets, assuring the work of the production contractor (Shape/Milestone 11).

Support to establishing the Portfolio function (Shape/Milestone 12).

Contribute to the drafting of the communications and stakeholder strategy (Build/Milestone 13).

Contribute to the completion of training pathways for staff by providing support around media training (including social media messaging and crisis media management training) (Build/Milestone 15).

Support workforce recruitment by drafting JDs for media professionals; providing candidate CVs; sitting on recruitment panels (Build/Milestone 17).

Support onboarding training by providing input to the training package and leading on the production of the handbook for new recruits (Build/Milestone 18).

Support and assurance of establishing workflows and production (Build/Milestone 19).

Support to the relocation of staff by providing technical expertise around the media facilities (Build/Milestone 20).

Support to establishing the 'creative hub' (Build/Milestone 21).

Support to drafting the doctrine/ways of working for the Public Affairs/Media Operations Function (Build/Milestone 24).

Support and assurance of the efficient and effective operation of the releasing and assurance authority (Operate/Milestone 26).

Support in drafting the process and working practices for campaign planning and building the initial plan (Operate/Milestone 28).

Support to the establishment of the research/media monitoring/analytics function by providing audience insight training and monitoring (Operate/Milestone 32).

Support the delivery of the training solutions by contributing to design and evaluation of training contracts and assurance of delivery (Operate/Milestone 34).

People Management:

No direct line management responsibility.

Required Qualifications:

Graduate MBA/BA/BSc.

Portfolio/Programme/Project management qualifications.

Evidence of civilian qualifications will be required.

Preferred Experience:

Previous leadership and senior management experience in the media and communication sector.

Experience as a Producer/Director across all channels (desirable).

Experience in Public Affairs.

Experience of working with/for multi-national news and media corporations.

Military experience and/or working in conflict scenarios with responsibility for media.
