Parsons is looking for an amazingly talented Environmental Design Manager to join our team! In this role, you will be responsible for overseeing all environmental aspects of our infrastructure projects. The ideal candidate should have a strong background in environmental science or engineering and extensive experience in conducting EIAs for large-scale infrastructure projects.

What You'll Be Doing:

Lead the development and management of Environmental Impact Assessments (EIAs) for various roadway and infrastructure projects. Coordinate with project managers, engineers, planners, and other stakeholders to integrate environmental considerations into project designs.

Ensure compliance with all relevant environmental regulations and standards at local, municipal, and government levels as well as Qatar's specific regulations.

Develop and implement environmental strategies and action plans to ensure sustainable proposed project development.

Conduct site assessments to identify potential environmental impacts associated with proposed projects.

Develop mitigation strategies to address identified impacts.

Prepare Environmental Impact Assessments (EIAs) and Strategic Environmental Assessments (SEAs): Lead the design team for the preparation and review of EIAs, SEAs, and implementation of EIAs, ensuring compliance with local and international environmental legislations. Obtaining design-related permits.

Liaise with regulatory agencies such as Qatar's Ministry of Environment and Climate Change (MoECC) to obtain necessary permits and approvals.

Noise and Air Quality Management: Oversee the management of noise and air quality, implementing strategies to minimize impacts during design projects.

Groundwater Management: Manage and protect groundwater resources, including developing management plans and strategies.

Environmental Modeling: Utilize environmental modeling tools to predict the quantitative impact assessments of various environmental factors and changes.

Construction Oversight: This position oversees the environmental aspects of construction projects, ensuring that all environmental standards and regulations are met.

Contractor Management: Liaise with contractors, obtain timely construction-related permits, maintain contractors' KPIs for environment and sustainability, comply with the Construction Environmental Management Plan, and ensure their understanding and compliance with all environmental requirements.

Provide technical guidance on environmental issues throughout the project lifecycle.

Manage multidisciplinary teams involved in EIA preparation.

Stay updated on changes in environmental legislation that may affect ongoing or future projects.

What Required Skills You'll Bring:

Bachelor's degree in Environmental Science, Environmental Engineering or a related field. A Master's degree is preferred.

Minimum of 15 years' experience in prominent consultancy firms and environmental management, with specific experience in design, EIA, noise, air, groundwater, modeling, construction, and dealing with contractors.

Experience in projects including infrastructure, roads, bridges and utilities etc.

Professional certification such as Certified Environmental Professional (CEP) or equivalent is required.

Chartered status relating to Environmental Engineering (e.g., Chartered Engineer (CEng), Chartered Environmentalist (CEnv), or equivalent) is required.

Experience working with Qatar's environmental regulations and standards including collaboration with Ministry of Environment and Climate Change (MoECC).

Candidate must have MME/ MMUP/ UPDA.

Good to have knowledge of ESRI - GIS Software.

What Desired Skills You'll Bring:

Strong knowledge of environmental legislation and standards.

Arabic speaking is preferred.

Excellent project management skills, including staff management, proposal preparation, mentoring, and the ability to manage multiple tasks simultaneously.

Exceptional written and verbal communication skills for preparing reports and liaising with stakeholders; proficiency in Arabic is preferred but not mandatory.

Proficiency in using GIS software for spatial analysis related to EIAs is an asset.

Ability to work collaboratively within multidisciplinary teams while also being able to work independently when required.
