Reports ToChief Operations OfficerDirect ReportsHOD/Engineers/ForemanJob Summary and PurposeResponsible and accountable for overall operations of the Mechanical Department ensuring the projects are delivered within Safety, Quality and budgetary targets. Monitor the financial performance of the department against budgets so that areas of unsatisfactory performance are identified and rectified promptly to assist the QATAR SHIPYARD management to achieve overall company performance target.AccountabilitiesManagement of the day-to-day operations of the mechanical department both onboard and workshop to ensure that work processes are implemented as required complying with relevant procedures.Responsible for proper management of raw materials, equipment logistics, people resources & admin processes.Review the scope of works and establish production objectives, standards and production schedules to ensure timely delivery of all the projects undertaken.Liaise with other functions Project Managers / Client / Class Societies as deemed for discussion on project matters and resolve issues.Oversee department manpower, equipment and various other resource requirements and ensure optimum use of the same by ensuring cost control is exercised throughout the year.Develop systems and procedures that track and monitor productivity metrics.Engage and develop all personnel by initiating clear directives and drive continual improvement efforts, leading change management.Ensure that all activities are captured for billing purposes.Ensure all reports are prepared and reported to management.Ensure value chain is met throughout.Authorize purchase of equipment, spares and materials as required.Ensure compliance to all relevant safety, quality and environmental management policies, procedures and controls across the section in order to guarantee employee safety, legislative compliance and a responsible environmental attitude.Employee should prioritize wellbeing of themselves and their colleagues while maintaining a safe and healthy work environment. Managers are responsible for setting goals that align with organizational objectives.Great communicators, active listeners, and amazing supporters.Interactions and Working RelationsInternal:Mechanical Section, COO, CEOAll Sections in QATAR SHIPYARDPurpose:A) To Educate Team towards Safety, Health, Environment, Quality & SecurityB) To implement SHEQS Requirements within the TeamC) To Educate the team about IMSD) To Ensure the completion of Assigned works to DepartmentExternal:ClientsSub ContractorsService EngineersPurpose:A) To Plan / Allocate Man PowerB) Highlight the client/Sub contractor/Service Engineer Requirements to Section EngineersFinancial AuthoritiesAs per TOFA.Department consumable/man hours/materials budget to be in line with the business plan and achieve optimum usage of the same.Qualifications, Experience and Job SkillsQualifications:Project management qualification is highly desirable.A Diploma or a Degree in Marine Engineering, Mechanical Engineering, Certificate of Competency (Marine Engineer Officer) Class 3 to 1 (Motor ship), or its equivalent.Experience:A minimum of 10 years Experience in Shipyard including as head of any P&O section.At least 3-4 years of managerial experience as head of a P&O department; total 10 years of relevant working experience in the Marine (ship repair/conversion/new building/offshore/onshore) industry with extensive knowledge in ship engines / various type of machining tools.Job Specific Competencies:i.
