It has evolved from a single function agency managing the National Debt to a manager of a complex portfolio of public assets and liabilities. Businesses managed by the NTMA include borrowing for the Exchequer and the management of the National Debt, the State Claims Agency, the New Economy and Recovery Authority, the Ireland Strategic Investment Fund, the National Development Finance Agency and the NTMA Future Ireland Funds business unit with responsibility for the management of the Future Ireland Fund and Infrastructure, Climate and Nature Fund . In addition, the NTMA assigns staff and provides services (including Compliance services) to the National Asset Management Agency, the Strategic Banking Corporation of Ireland and Home Building Finance Ireland (together the "Affiliate Agencies"). Reimbursement of annual professional membership fees Career Average Defined Benefit Pension Scheme Role Summary This is an exciting opportunity to work with the NTMA Compliance Unit in providing support and assurance on data protection and compliance more generally in respect of the wide range of businesses across the NTMA and Affiliate Agencies, on a fixed term contract basis. The Compliance Unit provides advice and support to the Agency, various Boards/Committees and staff in relation to their statutory, governance and other compliance obligations. The NTMA Compliance Unit also provides Compliance services (including anti-money laundering and data protection) to the NTMA Affiliate Agencies. Principal Accountabilities Reporting to the DPO/SCM, the successful candidate will be an ambitious individual with relevant data protection and compliance experience (minimum 5 years) who will have responsibility for playing a key role within a dynamic team in relation to data protection and general compliance matters. Working closely with the DPO/SCM, primary responsibilities include: Data Protection ("DP") Supporting the provision of Data Protection oversight and advisory services, in relation to data breaches, data subject rights requests, data protection impact assessment, records of processing activities, and legitimate interests' assessments Supporting the provision of DP information within recurring governance forum reports and general compliance metrics as required Managing the relationship with OneTrust Supporting the tracking and delivery of relevant elements of the annual compliance and data protection plan, including the performance of compliance monitoring, reviews and tasks and updating the compliance task management tool Undertaking secretariat role for specific DP and Business Unit oversight meetings Support the update to online training material, including checking DP related material General support to the DPO on ad hoc DP matters General Compliance Supporting the drafting of relevant compliance related procedures and support on the drafting of compliance related policies Supporting annual attestation and return submission exercises administered by the Compliance team Reviewing the Better Regulation data feed and sharing updates with the team Supporting the provision of compliance services to the Affiliate Agencies, as required Providing support regarding the delivery of the compliance training and communications plan. Monitoring Compliance group mailboxes and assigning queries received to the relevant team members if required Supporting team members in dealing with ad-hoc queries and requests for advice as appropriate Knowledge An understanding of financial markets and knowledge of products, services and practices within the financial services sector. Ideally, the candidate would have experience of working in a similar position in or servicing the financial services or public sector. Strong understanding of Irish/EU data protection legislation, with practical knowledge and previous experience of working in this area. Awareness of the data protection and compliance risks faced by the NTMA and its Affiliate Agencies. Experience in an assurance, monitoring or audit role an advantage. Ideally, an understanding of compliance matters in a public sector context but not vital. Knowledge of the OneTrust application an advantage. Strong IT skills to include familiarity with MS Office, MS Teams and project management tools. Experience Minimum 5 years' experience in data protection and general compliance. An understanding of data protection and compliance risk with the ability to challenge first line controls. Ideally, have experience of working with diverse groups of stakeholders, managing project risks and issues. Experience of working in a pressurised environment, managing internal and external relationships. The candidate should hold a relevant third level qualification or equivalent relevant professional qualification. Skills Team player, self-starter, highly motivated and capable of working on own initiative Strong interpersonal, communication and organisational skills are a prerequisite for this position as relationship building is key in our complex organisation Methodical approach to completing assigned tasks and monitoring exercises but with a flexible approach to operate within a dynamic environment Strong written and verbal communication skills including demonstrable report writing experience Good analytical skills and capacity to form balanced and objective views Proactive approach in seeking solutions to support compliance across all of the NTMA businesses and Affiliate Agencies If an appointee has previously been employed in the Civil or Public Service and that appointee is entitled to or in receipt of a pension from the Civil or Public Service or where a Civil/Public Service pension comes into payment during the appointee's re-employment that pension will be subject to abatement in accordance with Section 52 of the Public Service Pensions (Single Scheme and other Provisions) Act 2012.
