Procurement Specialist Responsibilities:

  • Research new suppliers and ensure that all purchased products and materials meet specifications.
  • Negotiate with vendors as needed.
  • Understand the needs of the organization and ensure supply goals are achieved in a timely manner.
  • Accountable for the procurement of consultancy services based on Procurement Rules and Procedures.
Key Responsibilities & Accountabilities:
  • Create appropriate bids for new projects.
  • Support managers' relationships with suppliers and negotiations.
  • Advise on compliance with Public Contracts Regulations and legislative requirements.
  • Write reports on project results and present recommendations.
  • Evaluate project adherence to budget and implement corrective actions as necessary.
  • Participate in meetings with PEs and other forums to provide guidance on procurement issues.
  • Review ToRs, EOIs, and RFPs with technical assistance.
  • Review consultancy services procurement notices and ensure wide dissemination of procurement opportunities.
  • Support the opening of EOIs, preparation of technical and financial proposals, and management of the proposal opening process.
  • Advise PEs in conducting contract negotiations and provide guidance on negotiable matters.
  • Render advice on preparation and issuance of award notifications and publication according to legal provisions.
  • Advise PEs on contractual matters, including amendments and extensions.
  • Review and advise on correspondence with PEs and collect all required documents.
  • Support preparation and maintenance of all case files for assigned procurement cases.
  • Provide guidance at various stages of procurement to ensure adherence to applicable procedures.
  • Perform any other tasks assigned by Manager/Director.
Qualifications and Experience:
  • Master’s degree in management, administration, economics, public policy, business procurement, supply chain management, or related fields.
  • At least 10 years of experience in management roles within procurement.
  • Certified Procurement Professional (CPP) certification preferred.
  • Ability to work with individuals and teams on urgent, high-priority tasks.
  • Analytical and strategic thinking skills.
  • Willingness to work in a diverse environment with varying stakeholder interests.
  • Excellent computer skills in Microsoft Office tools and internet use.
  • High-level interpersonal and relationship-building skills.
  • Effective communication and collaboration with individuals from various cultures and religions.
  • Outstanding prioritization, planning, and deadline management skills.
  • Ability to work in a high-pressure and insecure post-conflict environment.
