Facilities and assets include residue gasification, acid gas clean up (Rectisol), soot ash recovery, Sulphur recovery (Claus & Scot), combined cycle power plants, materials handling systems, hydrogen recovery, air separation, water utilities systems and wastewater treatment facilities.PurposeThe H&S Officer is accountable for providing field safety services at the Jazan Integrated Gasification & Power Company (JIGPC). The successful candidate will be a key member of the JIGPC H&S Team and report to the Personnel H&S Manager. The H&S Officer is a highly interactive role for a health and safety professional. The position requires someone with practical industrial experience as well as strong leadership and communication skills. You will interface with a contingent of internal and external customers while providing H&S services to the assigned operating unit. The successful candidate will provide direct field support on a broad array of activities specific to Worker Health and Safety and ensure employee/business compliance and adherence to JIGPC policies and all applicable legal/regulatory requirements.Nature & ScopeIn this role, the H&S Officer is expected to quickly become familiar with the JIGPC policies, internal and external customers and contribute to developing a self-sufficient safety organization at the world's largest Integrated Gasification Combined Cycle facility. The successful candidate will be responsible for promoting a culture of safe working habits and improving safety performance. In addition, the incumbent will assist with planning, establishing, implementing and maintaining a wide variety of activities encompassing all aspects of occupational safety to assure the highest possible degree of safety for our employees, contractors and the community in which we operate. Meet our goal of zero harm, at-risk incidents/accidents to employees, contractors, and the environment by driving the implementation of EHS management systems and compliance.Coach and mentor O&M functions on H&S issues, concerns, and questions.Provide high-risk or unusual H&S activity consultation and advice (confined space, hot work, complex safety activities, etc.).Implement company Safety Programs coaching and assessment.Provide unit start-up support (initial training, standard implementation, compliance program development, etc.).Provide H&S support to ensure compliance with standards, regulations, and corporate policies.Assist in the development of unit H&S improvement plans stemming from Assurance Audits, H&S assessments, and event trending.Participate in information gathering, incident investigation, Root Cause Analysis related to worker injuries and significant near misses and collect, verify, and report associated metrics.Support maintenance/contractor safety plans and participate in all facility maintenance outages and/or repair projects to ensure safety planning and execution are in line with a goal of zero injuries.Be capable of standing in for H&S officers in other units in the event of holidays or unexpected cover requirements.Lead, coordinate, or assist in:a. Implementing a behavior-based safety program at the Jazan IGCC facility.b. Injury management/medical issues.Minimum RequirementsDegree in safety, engineering, or other technical undergraduate degree. An extensive record of field experience in similar roles is preferred. A qualification in safety or equivalent experience (ASP, NIBOSH, etc.). A minimum of 2 to 3 years of practical health and safety work experience in a chemical, petrochemical, petroleum refinery, or similar complex facility where a significant number of hazards were present. Demonstrated leadership, communication, and interpersonal skills to influence and support a health and safety program for all customers. Demonstrated ability to work in a matrix organization, across functional and reporting relationships. Good working knowledge and ability in both written and spoken English and Arabic. Leads by example with regards to following procedures and our highest priority of maintaining personnel safety. Possess a strong working knowledge of regulatory and industry standards and specifications. Proven experience in conducting and documenting risk assessments and hazard reviews. Demonstrated experience in site auditing, assessment, and coaching. Ability to overcome obstacles to solve problems and achieve results. Can cope with pressure and work to tight deadlines.
