Terms of Reference for C4D Consultant EPI – ICT & CDA
Responsibilities:- Provide Technical Assistance to the District Health Officer in developing an ACSM, community engagement, and advocacy workplan as well as its implementation for RI (including synergy EPI/PEI) and SIAs.
- Assist SBC Specialist – EPI in facilitating health education training for government officials, crisis communication for district and UC cadres, and health workers, and Inter-personal Communication (IPC) trainings of frontline health workers working in coordination with the EPI Program.
- Support district reporting on ACSM, community engagement, advocacy, and capacity building activities.
- Strengthen coordination with UNICEF country office and FDI.
- Capture and write Human Interest Stories on the 24/7 Birth Dose Initiative and share on appropriate forums.
- Support the development of partnerships and collaboration with relevant institutions.
- Strengthen partnership and convergence through cross-sectoral coordination forums, organizing monthly RI communication committees including all agencies, CSOs, community leads, education department, women networks, and youth associations contributing to ACSM activities in Islamabad.
- Support the development, testing, and validation of communication and training materials.
- Work in coordination with the District Health Consultant for Islamabad (CDA/ICT) to coordinate all UNICEF-supported activities in ICT/CDA. Build working relationships with the Federal Directorate of Immunization and other technical partners like WHO and CSOs to improve Immunization services (Urban Immunization, 24/7, and integrated service delivery) through strong planning, close monitoring, and follow-up of action points from independent program monitoring.
- Provide support in synergizing EPI-PEI activities in the urban slum of Islamabad.
- Support in planning and implementation of campaigns (MR/HPV) in the territorial limits of Islamabad.
- Provide supportive supervision services or any other task assigned by the supervisor.
- An advanced university degree (Master’s or higher) in Mass communication/journalism/Media studies/Social Sciences (*A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree).
- At least 2 years’ experience of working in Media/communication assignments (public and private).
- In-depth knowledge of community-based social mobilization processes and familiarity with Demand side issues of EPI.
- Working experience on public health-related projects. Past experience of working with Immunization Program will be preferred.
- Experience of Social & Behavior change interventions will be an added advantage.
- Good written, oral, and verbal Communication Skills with effective coordination capacity.
- Good command over English and fluency in local languages is a plus.
- Good computer skills with expertise in Microsoft office especially Word, Excel & PowerPoint.
