Conducts research and analysis related to governmental organization finances including the collection of data, benchmarks, best practices and process improvements. Participates as a member of the finance team in the issuance of bonds, ongoing compliance and administration, debt service forecasting and other bond-related activities. Conducts fiscal impact analysis, analyzes financial and statistical data and prepares recommendations. Provides data for business cases through excel models for revenue and cost savings-related initiatives. Performs other duties as assigned.Minimum QualificationsGraduation from an accredited college or university with a Bachelor's Degree in Business, Economics, Mathematics, Public Administration or Public Policy is required.One (1) year of full-time work experience performing financial analysis and statistical forecasting with a Local, State, or Federal governmental agency is required.Preferred QualificationsGraduation from an accredited college or university with a Master's Degree in Business, Economics, Mathematics, Public Administration or Public Policy.Experience developing models in Excel or another software program such as "R" to generate forecasts.Experience with ERP systems and reporting software programs currently used by the County including Oracle, Hyperion, Polaris and/or OBIEE.Candidates will be required to produce original required documents (e.g., current driver's license, diploma, school transcript, certifications, etc.) listed on the Notice of Job Opportunity within five (5) days of being extended an offer, in writing, by the Bureau Chief of BHR (or designee). Knowledge of business, finance, auditing, budgeting and accounting practices and legal requirements. Knowledge and understanding of laws, legal codes, government regulations as well as the structure, function and operation of local, state, or governmental organizations. Strong analytical skills and demonstrated ability to perform complex analysis, including modeling and forecasting. Strong presentation skills with the ability to communicate both verbally and in written formats. Ability to conduct research by gathering data from various sources such as the internet, trade publications and other governmental agencies. Ability to interface with all levels of management. Ability to work both independently and with other departmental personnel with a high degree of accuracy and attention to detail. Ability to prepare and design complete, clear and accurate reports for management.Physical Requirements:Sedentary Work: involves exerting up to 10 pounds of force occasionally or a negligible amount of force frequently to lift, carry, push, pull, or otherwise move objects.
