The Office of the Executive Secretariat (ES) functions as the Office of the Administrator's (A/AID) coordination and communications mechanism. It is also the authoritative channel for official communications within USAID and between USAID and the interagency community, including information and recommendations from USAID to the White House, the National Security Council, the Department of State, and other government departments and agencies. ES staffs, advises, facilitates, and expedites the Agency's decision-making processes. ES ensures A/AID receives information and recommendations to make informed and timely decisions on Agency policy, programs, organization and management; and is able to defend those decisions in the Executive Branch, congressional, and public fora. **Scope of Work** The Administrative Support Specialist/Driver provides a wide range of administrative support to the ES Operations Team and is responsible for executive level transportation to the Office of the Administrator (A/AID) principals. The incumbent is responsible for day-to-day driving commitments scheduled for the Administrator, Deputy Administrator, and the Counselor to the Agency. He/She must have knowledge of motor pool procedures and be able to function with minimal supervision and make appropriate decisions in the absence of instructions. The Administrative Support Specialist/Driver must be available after duty hours and able to multitask. The portfolio of administrative support tasks include office management support, security administration, inventory/supplies, or facilities and space planning. **Duties and Responsibilities**1. Operates vehicles over Federal, state, and county roads, and city streets in all traffic and weather conditions 2. Reviews, analyzes, and interprets incoming driving scheduling requests, recommends appropriate action, or suggest alternative solutions 3. Updates managers on the status of administrative actions pertaining to driving commitments through reports or weekly briefings 4. Provides suggestions on solving a wide range of administrative issues related to motor pool operations, space and facilities management, or inventory/supplies 5. Responsible for monthly supply requisition, space and facilities management, and vehicle maintenance on A/AID vehicles 6. Conducts periodic inventory of equipment, property, and supplies. Reconciles discrepancies in shipments and receipt of incoming stock, and replenishes inventory levels accordingly 7. Prepares necessary documentation for the accession and deaccession of equipment and property and facilitates proper movement and storage 8. Maintains logs and records that track vehicle usage/mileage, maintenance schedules, and accountability of equipment assigned to motor pool vehicles 9. Develops Standard Operating Procedures (SOPs) and disseminates information related to administrative support duties and motor pool operations; 10. Assists ES Operations team members in carrying out administrative functions such as on-boarding, off-boarding, and signage. **Strong Skill Sets Needed** Professional Driving Good Judgement and Decision-Making Organization and Planning Interpersonal Relations Reliability and Flexibility **Required Qualifications**1. Must have State-issued valid drivers license with a clean driving record 2. Proficiency in the use of Google Applications and Microsoft Office Suite (Word, Excel, PowerPoint)3. Proficiency in communicating orally and in written English 4. Possess a high degree of interpersonal skills using tact, courtesy, and diplomacy 5. Ability to work in a fast-paced environment with competing and and shifting priorities 6. Familiarity with laws, rules, and regulations related to professional driving and passenger transportation duties 7. Adept at using remote devices such as mobile phones, laptops, and handheld radios 8. U.S. citizen eligible to obtain a secret level security clearance. **Education:** High School Diploma or Associate's Degree with two (2) years of professional driving experience. **USAID Assumptions and Constraints**1. Support may be required outside of core hours. The contractor will be notified in advance if after-hours support is required 2. Travel may be required outside of Washington, D.C. National Capital Region 3.
