The Cost and Pricing Manager will be an integral member of MSI's Cost and Pricing Team. The Manager will be responsible for supporting the preparation of Cost Proposals, which includes the proposal budgets and all accompanying financial and required documentation.

Position Summary:

The Cost and Pricing Manager will be an integral member of MSI's Cost and Pricing Team. The Manager will be responsible for supporting the preparation of Cost Proposals, which includes the proposal budgets and all accompanying financial and required documentation.

Responsibilities:

Provide cost and pricing support on a full range of proposals to include both domestic and overseas opportunities.

Determine optimal price points for bids and conduct price-to-win analysis.

Ensure cost proposals meet profitability rates and targets set by the organization.

Prepare and/or update budget spreadsheet templates for various contracting mechanisms.

Assess pricing and estimating approaches used throughout MSI.

Collect cost and pricing data for bids, including in-country cost data, market data for cost line items and ensures accuracy and consistency in how budget data is compiled and presented.

Utilize and maintain cost and pricing models and narratives, schedules, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications.

Collaborate with Project Managers and other MSI staff to ensure that all contract pricing activities comply with company requirements and policies.

Participates actively in all proposal capture activities, proposal reviews, and post proposal/award reviews.

Provide capacity development to small and local subcontractors in budget preparation, indirect cost rate or multiplier development, and other supporting documentation.

Conduct salary, benefits, and allowances negotiations.

Negotiate with partners and subcontractor organizations to ensure partners' budgets and cost proposal documentation are compliant with donor and solicitation requirements and that subcontractors have adequate systems to manage donor funds.

Determine optimal subcontract type depending on subcontractor capacity.

Prepare justifications and supporting documentation to secure client waivers and approvals for subcontractors, grantees, personnel, etc.

Prepare consent documents for subcontracts, including collecting and analyzing documentation, and completing competitive processes where required.

Review client requests for proposals (RFPs) in developing pricing strategies.

Review draft and final award documents for consistency and compliance of financial and costing data with cost proposals and solicitation requirements.

Provide analyses and documentation to project implementation team.

Collaborate with Technical teams, Project Managers, and Financial Management Team (FMT).

Assess financial implications of teaming, staffing and procurement decisions for bids and post-award implementation.

Work with Project Managers and Contracts Department in the development of budgets for Contract Modifications.

Qualifications:

Bachelor's degree in accounting, finance, business, or related field of studies required.

Minimum five years of work experience in cost and pricing and/or budget management required.

Experience preparing and/or managing budgets for USAID, US Department of State, and/or other international development agencies.

Experience in the use of Excel for budget preparation.

Knowledge of USG procurement regulations and of FAR/AIDAR.

Strong written and spoken communications skills in English.
