OverviewJhpiego, a global leader in improving health care for women and families, seeks a Provincial Manager, based in Lahore, to oversee and coordinate the implementation of BMGF funded family planning program in province of Punjab, to be carried out in close collaboration with the Department of Health (DoH), Population Welfare Department (PWD) and with other relevant partners, with the unified purpose of contributing to the FP2030 targets by enhancing women's access to quality FP services. The Provincial Manager will be responsible for overall program management at provincial and district level and provide guidance to district team members. Under the supervision of Senior Program Manager, Provincial Manager will be responsible for achieving planned results through effective coordination with relevant departments and teams and perform following activities:ResponsibilitiesProvide leadership and direction for the program's implementation at the provincial and district level, ensuring alignment with the program proposal and objectives.Develop program implementation plans for provincial and district teams, aligned with program proposal, in close collaboration with research and program leads.Foster productive relationships with provincial and district government departments (DoH & PWD), local authorities, and other relevant partners to facilitate program coordination and cooperation.Work with Senior Program Manager and technical advisors on program and technical materials as and when required.Provide timely program updates to Senior Program Manager, relevant departments and TAs.Support Senior Program Manager in developing activities timelines and data reporting, aligned with program proposal.Provide support in the design, analysis, and synthesis of interventions.Efficiently allocate and manage human, material, and financial resources required for program activities in the province and districts.Supervise and manage provincial and district staff; align their efforts with program goals.Ensure continuous monitoring of program activities at district level through on-site and virtual means as well as timely and accurate evaluation and reporting of progress toward the achievement of program goals and objectives.Identify potential risks to program implementation within the province and districts and work with the team to develop mitigation plans. Report significant issues to the Senior Program Manager.Troubleshoot and resolve any issues as they arise.Ensure the quality and effectiveness of program interventions at the provincial and district level.Contribute in smooth execution of BCC activities through collaborative working with District Coordinators.Represent Jhpiego in provincial forums and meetings with concerned departments and partners for negotiating and briefing stakeholders, including technical working group and government officials.Present progress, achievements and lessons learned to key stakeholders including DoH, PWD and other relevant partners.Formulate productive working relationships with counterparts from the DoH, PWD and other organizations working in family planning in order to disseminate, discuss, and promote consistent evidence-based approaches on a provincial level.Contribute in annual work planning process and reporting to donor.Generate and ensure timely submission of program reports to government stakeholders and the donor through collaborative working with communication focal point.QualificationsRequired QualificationsMasters' degree in social sciences or public health or relevant field; medical doctor will be preferred.5 - 7 years' experience in program development and implementation of family planning programs, preferably in Pakistan.RequirementsProven leadership skills and expertise in the management of health programs and program staff.Knowledge of competency-based training, performance and quality improvement approaches.Ability to develop strategic and programmatic plans in cooperation with concerned departments/other stakeholders/donors.Comprehensive understanding of evidence-based family planning interventions.Ability to develop working relationships with counterparts of varying levels of seniority and backgrounds to implement program activities.Strong decision-making skills, team player accustomed to building team capacity, delegating work to teams.Excellent verbal, written and presentation skills.To be based in government offices as per agreed frequency in a week.Ability to travel within country.This position is exclusively available to Pakistani nationals.Note: Only shortlisted candidates will be contacted and note that the successful candidate selected for this position will be subject to a pre-employment background check.
