Applications are invited for the Team Leader - Procurement position to be based in Tshwane . PURPOSE OF THE ROLE: The role of a Procurement Team Leader is to ensure that the Procurement teams procure according to National standards, utilize approved vendors, perform projections, record stock returned to ensure stock issued is accounted for, testing of faulty stock and ensuring faulty stock is issued first. Oversee Hub fleet requirements and staff in multiple locations. Key Performance Areas would include, but are not limited to:

Leadership:

  • Lead and manage a team.
  • Manage team performance.
  • Clearly communicate expectations, roles and responsibilities to team members and supply employees with the resources required to perform.
  • Adhere to and re-enforce the company policies, procedures, and practices at all times.
  • Support, motivate and give feedback to the team.
  • Grow and develop team members and encourage them to do training as and when required.
  • Onboard new recruits effectively and efficiently.
  • Live and promote the Herotel values and culture.

Procurement:

  • Ensure National standard equipment is procured and provided.
  • Ensure purchases are made with approved vendors & that pricing agreements are being honored.
  • Responsible for collating budget information for District Offices and relevant Departments and submit for approval.
  • Negotiate and implement RFQ (Request for Quotation) to establish preferred vendors for the HUB ensuring that business requirements are met.
  • Oversee PO creation of all vendors.
  • Monitor and improve the procurement function through best practices, cost saving initiatives and expenditure that is within budget at all times.

Stock:

  • Do usage projections to ensure the required stock is available.
  • Analyse info returned from stock takes on all stock rooms and vehicles.
  • Report stock issues to National Procurement Manager (shortages, mass device failures, etc).
  • Ensure all stock is accounted for.
  • Ensure faulty stock is tested and returned for credit/replacement where needed.
  • Ensure second-hand stock is repurposed first.
  • Coordinate stock distribution within District Offices and Hubs.
  • Establish, implement and manage suppliers to ensure competitive landscape(scorecard) is adhered to at all times.
  • Ensure that forecasting of stock is managed effectively for planned and future infrastructure and District Office needs.
  • Manage stock and asset audit on a regular basis.

Fleet:

  • Manage Fleet Agents in multiple sites.
  • Interact with National Fleet structure for Hub and Branch requirements.
  • Oversight of fleet activities in branches.
  • Ensure record keeping and statistics for fleet in branches are updated and correct.
  • Ensure that forecasting of fleet is planned and aligned within the Hub-budget.
  • Plan, implement and ensure that an effective asset management system is in place, ensuring the effective usage of all resources.

Reporting:

  • Ensure reporting is accurate and submitted to the Regional Network Manager in a timely manner.
  • Present overspend budget items with motivation to the Regional Network Manager for approval.
  • Report monthly on fleet status.
The successful candidate must have the following experience/skills:
  • Proven experience within a Procurement environment of 2 - 4 years.
  • Excellent communication and negotiation skills.
  • Proven experience of Stock and Fleet Management systems.
  • Planning, reporting and financial skills.
  • Experience within a Telecommunications Industry would be an advantage.
  • Valid driver’s license is a prerequisite of this position.
  • Should be willing to frequently travel within a HUB.
Education Requirements:
  • Grade 12.
  • Qualification in Logistics would be advantageous.
