Summary The purpose of the Child and Youth Program (CYP) Training and Curriculum (T&C) Specialist position is threefold: (1) to provide and deliver a comprehensive training program to CYP employees, CYP volunteers/contractors and Child Development Home (CDH) providers that supports the professional requirements of their positions. Duties

Major duties and responsibilities are summarized below:

Training

  1. Orients new employees to the whole CYP system and provides them with basic information that can be applied in all settings.
  2. Works with CYP Directors to establish training plans and schedules for employee and provider training.
  3. Arranges for total CYP training opportunities, including training of management, administration, food service, and direct staff and volunteers/contractors who support the CY Program.
  4. Provides training that is appropriate for and tailored to the age group of the children and youth with whom the CYP employees and CDH providers work.
  5. Executes the Department of Navy (DoN) Standardized Module Training, provides initial and ongoing annual training, and ensures training is available to support career progression.
  6. Ensures completion and documentation of required monthly training.
  7. Identifies additional training needs.
  8. Maintains training records and individual development plans.
  9. Prepares training status reports and recommendations to supervisors.
  10. Develops programs that encourage and support the pursuit of continuing higher education.
  11. Assists the CDH Director and CDH Monitor(s) to encourage providers to become accredited.
  12. Develops a working relationship with local colleges, universities and professional organizations.

Classroom/Program Support

  1. Ensures that the required Navy curriculum is implemented within each CYP.
  2. Coordinates programming that supports the children and youth's development.
  3. Ensures the quality and consistency of developmental programming.
  4. Role models appropriate behaviors and techniques working with children and youth.
  5. Observes in program settings throughout all hours of operation.
  6. Works with CY Program Assistants and Leaders to evaluate classroom or activity area environments.
  7. Maintains a resource file library to aid employees in preparing lesson plans.
  8. Reviews lesson plans to ensure they are appropriate and based on curriculum requirements.
  9. Assists in and supports development and implementation of parent education and participation programs.

Compliance

  1. Provides training to CYP employees on compliance with fire, safety, and sanitation rules.
  2. Provides support for CYP employees and CDH providers in preparing for inspections and accreditation.
  3. Carries out EEO policies and communicates support of those policies to CYP employees.

Additional Responsibilities

  1. In the absence of the CYP Director, may assume the responsibilities of the CYP Director.
  2. Incumbent is a mandatory reporter to Family Advocacy and Child Protective Services.
  3. Performs other duties as assigned.

Requirements

Conditions of Employment:
  • This position may be a Test Designated Position (TDP). The incumbent may be subject to and must consent to pre-employment and random drug testing.
  • Must satisfactorily complete all background checks for child care positions.
  • Must pass a pre-employment physical and provide evidence of immunization.
  • Ability to sustain considerable walking, standing, bending, stooping, and lifting up to 40 pounds.
  • Must successfully obtain and maintain appropriate security clearance.
  • Must possess a valid state driver’s license.

Qualifications

A qualified candidate possesses the following:
  • Knowledge, skill, and ability to independently manage a developmentally appropriate program.
  • Knowledge of child and youth programs and development principles.
  • Knowledge of adult learning techniques and experience training adult learners.
  • Knowledge of Federal and State laws governing child abuse prevention.
  • Skills in planning, organizing, and implementing a variety of programs.
  • Ability to communicate effectively in English, both orally and in writing.

Education

A qualified candidate possess one of the following:
  • A Master's degree in Early Childhood Education or Child Development AND 1 year of full-time experience.
  • A 4-year degree in Early Childhood Education or Child Development AND 3 years of full-time experience.
  • A combination of education and experience equivalent to the above requirements.
