NEOM will be a hub for innovation, where established global businesses and emerging players can research, incubate, and commercialize groundbreaking technologies to accelerate human progress.The Accounting and Procurement Manager is responsible for managing the finances of NEOM Europe Ltd. This includes bookkeeping, financial reporting, managing expenses and procurement, taxes, and service agreements with other sectors. The role responsibilities shall be done in alignment with the central NEOM departments. In addition, the Accounting and Procurement Manager will be responsible for raising purchase requests and ensuring that all vendor payments are accurate and made on a timely basis. The position holder will also have responsibility for fixed assets and assisting with month-end closing activities. This position will also provide support to the various functions within the office as needed.This person will be a valued member of NEOM's effort to build a world class organization in the London office to source direct foreign investment, find partners critical to the build-out of NEOM globally and promote a positive brand for NEOM in the UK & Europe. Key Accountabilities & Activities: Manage and oversee the daily operations of the accounting department including: month and end-year process, accounts payable/receivable, cash receipts, general ledger, budgeting, cash forecasting, tax, revenue and expenditure variance analysis, capital assets reconciliations, trust account statement reconciliations, debt activity…etc. Monitor and analyze accounting data and produce financial reports or statements. Establish and enforce proper accounting methods, policies, and principles. Coordinate and complete annual audits. Provide recommendations. Improve systems and procedures and initiate corrective actions. Assign projects and direct staff to ensure compliance and accuracy. Meet financial accounting objectives. Establish and maintain fiscal files and records to document transactions. Create Purchase Requests and Purchase Orders supporting the other functions within NEOM Europe as needed. Manage and track the performance of procurement activities in alignment with applicable policies and guidelines. Manage procurement processes and coordinate material and resources allocation. Control spend and build a culture of long-term saving on procurement costs. Collaborate with key persons to ensure clarity of the specifications and expectations of the company. Expect unfavorable events through analysis of data and prepare control strategies. Perform risk management for supply contracts and agreements. Manage relationships with external service providers and suppliers. Ensure timely and accurate payments to vendors. Ensuring accounting, financing, and procurement activities are done in compliance with applicable laws and regulations. Background, Skills & Qualifications: Proven working experience as a Financial controller. Knowledge of applicable tax laws and regulations. Thorough knowledge of accounting principles and procedures. Experience with creating financial statements. Experience with general ledger functions and the month-end/year end close process. Excellent accounting software user and administration skills. Proven working experience as a procurement manager. Knowledge of sourcing and procurement techniques as well as a dexterity in 'reading' the market. Talent in negotiations and networking. Good knowledge of supplier or third-party management software. Aptitude in decision-making and working with numbers. Experience in collecting and analyzing data. Strong leadership capabilities. A bachelor's degree in accounting. Advanced degree is a plus. A minimum of 10 years of overall combined accounting and finance experience.
