If you are seeking a meaningful role where you can make a real difference improving and growing our City, we welcome you to explore the job opportunities we have to offer.    Posting: Open Until Filled   Salary: Commensurate with experience    The purpose of this job is to develop, implement, analyze, plan, administer and monitor risk and insurance programs for the City of Atlanta.  Specifically provide support to the City’s insurance portfolio including, but not limited to self-insurance, commercial general liability, property, workers’ compensation, and additional casualty insurance procurement, providing insight on insurance program administration. support the City’s Owner Controlled Insurance Program (OCIP). Support insurance procurement process including renewal strategies, renewal document submissions, and policy administration. Mitigate exposure to risk by developing strategies for various risk transfer and post-loss reduction techniques. Serve as a strategic business partner to City’s business units and departments to provide consultation and guidance in the areas related to property and liability exposures, excess liability insurance, property and casualty insurances, insurance and language requirements in contracts and procurement documents, and other risk management related issues. Ensure the City’s compliance with various insurance regulations. Support the relationship with the insurance broker(s) to ensure City of Atlanta’s deliverables and strategic goals are met. Proactively educate and advise City leadership and appropriate City staff on various insurance topics.  This is a 100% office-based position subject to the City’s Remote Work Policy.  Essential Duties and Responsibilities The following duties describe the general nature and level of work to be performed. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.  List in order of Importance:
- (35%) * 1. Provide support for the City’s insurance procurement process including general liability, property, cyber, professional, environmental, marine, airport and various other liability insurance policies Responsible for insurance procurement by obtaining appropriate data for marketing and underwriting the City’s insurance portfolio and assist negotiations with brokers and insurers within delegated authority and seek guidance for all other negotiations. Develop and review the Property, Liability, and Workers’ Compensation insurance policies, surety bonds and auto liability self-insurance programs to ensure accuracy in coverage and pricing, regulatory compliance, and documentation to appropriate parties. Perform a variety of risk management administrative functions including collecting and reporting insurance underwriting data, administration of insurance policies and premiums. Proactively educate and advise City leadership and appropriate City staff on various insurance coverage, renewal terms, insurance premium forecasts, industry trends and projections and other insurance risk topics.
- (25%) * 2. Proactively manage contract reviews for risk transfer opportunities and development of risk mitigation options. Collaborate with project teams and key stakeholders, including Legal, Contracts & Procurement, Engineering, and Properties to develop risk mitigation solutions and insurance language for contracts. Actively seek opportunities to streamline processes. Conduct annual and ad hoc training and update contract administrators and other appropriate parties as feasible to ensure consistency in insurance contract management.
- (20%) * 3. Support the OCIP Program. Proactively work with OCIP administrator to ensure compliance with the OCIP insurance manual. Ensure that all covered parties are properly enrolled, provide oversight for contractor and subcontractor compliance with applicable other insurance requirements as outlined in OCIP plan documents, provide contract review to ensure that contractor’s cost of insurance is removed from bids, proactively collaborate with claims manager to support timely claim reviews, provide management information and decision-support reporting as appropriate to maintain awareness of the OCIP program and implementation effectiveness. Ensure that decisions related to the OCIP administration are properly reviewed and approved by appropriate Port representative(s). Work to ensure that the OCIP insurance manual is routinely reviewed and updated based on approved changes or modifications.
- (10%) * 4. Partner with other Risk team members and various other City stakeholders to develop and implement liability risk mitigation processes and procedures. Develop reports, presentations and training material as required to demonstrate, communicate, and promote the organization's risk management goals and strategies.
- (5%) * 5. Assist and support, as needed, in preparing reports regarding the total cost of risk and other risk-related information. Support other department programs and teams with special assignments and projects as required. Serve as Risk Representative on special internal project teams. Represent the City in various outside risk management organizations.
- (5%) * 6. Assist and support Claims Management, as needed, in complex liability claims matters developing mitigation solutions and strategies that minimize the overall costs of the insurance coverage and the reported claims. This includes, but is not limited to claim database, reporting claims, and subrogation.
