Lead Systems Engineer - Pt Mugu

JT4 Point Mugu Sea Range is looking for a Lead Systems Engineer who can work independently as a project leader, applying software development processes, engineering principles, procedures, and techniques to perform software and systems engineering assignments related to the development of electronic and software-intensive systems and subsystems. The position is eligible for part-time and/ or remote work. JT4, LLC provides engineering and technical support to multiple western test ranges for the U.S. Air Force, Space Force, and Navy under the Joint Range Technical Services Contract, better known as J-Tech II. JT4 develops and maintains realistic, integrated test and training environments and prepares our nation's war-fighting aircraft, weapons systems, and aircrews for today's missions and tomorrow's global challenges. Range Requirements • Provides technical direction to team members and managers. Outlines and communicates the most appropriate technical approach for business development activities. • Identifies, investigates and resolves technical issues. • Plans and evaluates architectural design, reviews system performance, and identifies technical risks and associated ways to mitigate those risks. • Working knowledge of a wide range of Local (LAN) and wide-area networks (WAN) systems and technology such as Network protocols. Must be able to produce proper network diagrams using PowerPoint, Visio, or similar applications. • Understand and Follow Software Development Processes and Software Coding Standards. • Understand PMSR various instrumentation systems usage and application. • Advance knowledge and usage of PMSR common display system (CDS) and data network Infrastructure and application (RTDIR). • Understand Agile and SCRUM methodology. • Supporting new business development efforts through leading and writing proposal. • Analyzes system design problems and performs design studies. • Develops plans, conducts and directs research and development. • Develops and applies advanced systems methods, theories and research techniques. • Directs, coordinates and contributes to compilation and writing of proposal documents. • Prepares design proposals to reflect cost, time and alternative solutions. • Provides functional or resource planning guidance to program, engineering and management staff. • Interfaces with team members, management staff, customers, subcontractors and vendors. • Solves complex and difficult software and engineering problems. • Identifies software and systems engineering process improvements and enforces the execution of them across the organization. • Maintains knowledge of and follows applicable policies and procedures governing work assignments. • Follow Risk Management processes and procedures. • Support Trident and real-time PMSR missions assignments. Applicant should have experience and advance knowledge in: • Working knowledge of COMDAC Radar Information Communication Interface (COMRICI) • Working knowledge of Instantaneous Impact Prediction (IIP) • Working knowledge of Moving Endpoint System Interface (MESI) • Working knowledge of Multilateration Operation Center System Interface (MOCSI) • Working knowledge of Trident Real-time Processing System (TRPS) • Working knowledge of System for Naval Target Control Interface (SNTCI) • Working knowledge of RTDIR To Moving Endpoint System (R2M) • Working knowledge of RTDIR To JREAP (R2J) • Working knowledge of RTDIR Serial Personal Computer (RSPC) • Working knowledge of RTDIR Flight Distance Generator (RFDG) • Working knowledge of Range Link-16 Interface (RLI) • Working knowledge of Range Data Network Interface (RDNI) • Systems Testing and Integration. • Jira Service Desk • Version control concepts and tools. • Technical writing. • 10+ years of hands-on experience in core programming and modeling languages such as C++, C# and UML. • Experience in using Microsoft Integrated Development Environment (IDE) (e.g. Visual Studio Suite), and Windows Presentation Foundation (WPF). JOB SUMMARY -- Essential Functions/Duties A Lead Systems Engineer provides software and systems engineering services, generally as a senior member of a work unit or group. Employee will be responsible for the following functions/duties: • Manage software/system projects and provide guidance to technical staff. • Interact with customers and project managers on a regular basis. • Use broad judgment in defining and solving technical or managerial issues of the highest complexity or of far-reaching significance. • Capture and manage customer requirements at a system level and develop and analyze the most appropriate approach to solve complex technical problems. • Function as the system architect overseeing the overall design and configuration management of systems. • Develop the design of system/software and associated design documentation. • Prepare and conduct design reviews. • Implement design through software coding or hardware and document the design implementation. • Plan and execute unit, integration, and system testing. • Manage maintenance and sustainment activities of the system/software. • Provide work direction to subordinate technical staff. • Establish and maintain positive customer relations. • Support pursuit of new business efforts, lead proposal efforts, and act as a technical consultant. • Perform other job-related duties, as required. Working Conditions Work is performed in a typical office environment with no unusual hazards. Occasional lifting (up to 20 pounds), constant sitting while using the computer terminal, constant use of sight abilities while reviewing documents, constant use of speech/hearing abilities for communication, and constant mental alertness are required. Travel to remote company work locations may be required. Requirements -- Education, Technical, and Work Experience Level II- A bachelor's degree in an associated discipline and either two years of related experience or a master's degree in an associated discipline are required for this position. In addition, a level II must possess the following qualifications: • Experience with computer-based systems and applications. • Programming skills in languages used for job-specific programming tasks. • Familiarity with the application of industry standard hardware and software design and documentation techniques. Level III- One of the following educational requirements must be met for this position: • A bachelor's degree in an associated discipline and a minimum of four years of related experience. • A master's degree in an associated discipline and a minimum of two years of experience. • A PhD in an associated discipline. In addition, a level III must possess the following qualifications: • Experience with computer-based systems and applications. • Programming skills in languages used for job-specific programming tasks. • Familiarity with the application of industry standard hardware and software design and documentation techniques. • Experience with systems engineering and software development lifecycles. • Effective oral and written communication skills. • Good planning/organizational skills. Level IV- One of the following educational requirements must be met for this position: • A bachelor's degree in an associated discipline and a minimum of eight years of related experience. • A master's degree in an associated discipline and a minimum of six years of experience. • A PhD in an associated discipline and a minimum of four years of experience. In addition, a level IV must possess the following qualifications: • Demonstrated expertise with computer-based systems and applications. • Excellent programming skills in languages used for job-specific programming tasks. • Experience in the application of industry standard hardware and software design and documentation techniques. • Extensive knowledge of systems engineering and software development lifecycles. • Effective oral and written communication skills. • Good planning/organizational skills. • Ability to work under deadlines. Salary The expected pay range for this position is $117,332.80 annually to $ 164,320.00 annually. The salary range offered for this position is a good faith description of the expected salary range this role will pay.
