In case of emergency and the Master is not available the Deck Officer takes over the Masters responsibility as above but also according to Emergency Response Manual 3. To perform operational duties as requested by the Master, related to all tasks of the vessel including assisting with salvage jobs. 4. To monitor maintenance and housekeeping duties on deck, in the engine room or accommodation is done in safe manner and with good seamanship 5. Motivate the vessel crew to be familiar with requirements of, and to comply with, the safety management system. 6. Propose initiatives for raising the onboard safety level 7. Motivate and educate crew in Proactive and Near Miss Reporting and Stop Work 8. Active participation in safety training like drills onboard including delivering training to other crew members. 9. Maintain awareness of the various risk that are present in the operations of a tug (OH&S, environment, security and cyber security risk). 10. Comply with local, regional, national and international legislation. 11. Comply with the regulations of the company safety management system. 12. Induction training of visitors, employees and other persons authorized by SVITZER to access the vessel where a Master is unavailable. Specific Area of Responsibility: 1. Point 2 and 3 in General area of responsibility to be applicable when officer has approval to sail as chief officer. 2. Assume the management and coordination of the deck department in the absence of the Chief Officer. 3. To perform operational duties as requested by the Master, related to all tasks of the vessel including assisting with Towing and salvage jobs. 4. Active participation in safety training like drills onboard including delivering training to other crew members 5. Ensure that the vessel is equipped with latest updated Nautical Charts and Publications. 6. Responsible for checking the Safety equipment onboard, - the Fire fighting and Lifesaving equipment shall be thoroughly checked once a month, in accordance with PMS and relevant checklist available. The condition shall be noted and any discrepancy shall be passed over to the Chief Officer for rectifying without delay. This also includes stock of spare parts, tools and consumable for all Safety Equipment. 7. Navigation and Radio equipment, - Ensure that Navigation and Radio equipment is operable at all times. Ensure that all radio logbooks are maintained and signed in accordance with applicable regulations. 8. Stand by mooring and towing operations, - As per master's desecration. Perform the tasks professionally in accordance with prudent seamanship, and exercise safe work practice. 9. Deck Log Bookkeeper, - ensure that the entries made in the log are correct and cover the operation and or voyage 10. Participation in operational improvement exercises and liaison with Svitzer management regarding improved operational procedures, leading to a culture of continuous improvement. 11. The Deck Officer reports to the master, support him in executing and implementation of HMS. As well as assist in associated operations of ship mooring and other marine related operations. 12. Deck officer position can be considered as a trainee position in that will be filled by licensed with little experience requiring an introduction and training to ASD tug master’s prespective. If deemed suitable for extended employment with the company, the individual may continue to hold this position until a regular position in the Fleet is available as a master.
