About the Auckland System Management (ASM) Alliance The ASM is an alliance between HEB Construction, Fulton Hogan and Waka Kotahi NZ Transport Agency to operate and maintain Auckland's motorway network. The Alliance is expected to work collaboratively with internal and external stakeholders as well as suppliers to deliver exceptional outcomes for customers using the Auckland transport system. Estimated project dates are from July 2019 to June 2028. The Opportunity This is an exciting opportunity to work on a large-scale road maintenance contract. The TMP & Planning Manager role will work as part of the Delivery Excellence TTM team within the ASM. The main responsibility of this role is to define the business TTM needs, coordinate and procure traffic management while overseeing TTM scheduling, and reviewing TMP design, liaising with key stakeholders to attain approvals. What you will be doing: As TMP & Planning Manager, you will have a variety of responsibilities including:

  • Define, coordinate, and procure traffic management to meet the requirements of the ASM utilising internal & home organisations and subcontractors.
  • Collaborate and participate at regular program meetings to understand delivery team's TTM need.
  • Engage with operational teams to design risk-based, most efficient, safe, and practical method of TTM.
  • Oversee the scheduling and weekly program of TTM works for the ASM.
  • ensure all work is implemented in such a way that the risk to road workers is identified early, and appropriate mitigations are in place.
  • Risk based TTM design, approval, and implementation processes.
  • Provide advice on Temporary Traffic Management issues to the Alliance workstreams.
  • Oversee and manage KPI targets for the 6-weeks programme and have TMPs approved in a timely manner. Deployment of TMP's in My Worksite and manage changes to daily program including liaising with ASM TMC and AT approvers.
  • Solve problem. Respond to work delays, emergencies, and other problems that could arise.
  • Collaborate with internal Delivery Managers to combine works on the network.
  • Resolve issues as a result TTM Performance i.e., TMP issues, late start, no TTM on site etc.
  • Work with contract financial accountant to manage and report against financial and performance measures for TTM work.
  • Deliver regular reports of work progress, team productivity, TTM resources and costs, and upcoming scheduling risks.
  • Coordinate and promote individual and team training to ensure staff capability is improving, staff are well trained and are engaged.
  • Conduct Performance Reviews ensuring training identified is completed.
  • Contribute to systems and processes improvements to deliver excellently.
  • Maintaining compliance with relevant industry and statutory standards and obtaining approval from the appropriate authorities to access the requested network/road corridor.
  • Controls designed meet the company's legal responsibilities as PCBU in relation to HSWA.
  • Supporting bid for new works or incident plan needs investigate shortfalls/incidents and apply corrective actions and process improvements. Audits or similar
  • Fostering vision and tracking desired outcomes as well as team's productivity
  • Any other duties as required by the ASM.
About You: Our ideal candidate will have the following qualifications, experience, and skills:
  • STMS Level 2/3 Non-Practicing or equivalent
  • Tertiary qualification or equivalent
  • Proven organisational and planning skills.
  • Proven experience in a management role
  • Proven experience in Risk Management, Controls, Systems and Standards
  • Temporary Traffic Management Planner (TTMP) - Practicing.
  • Temporary Road Safety Barrier Systems (TRSBS) - Designer
  • Temporary Road Safety Barrier Systems (TRSBS) - Installer
  • Proven time management ability.
  • Strong communication skills, both written and verbal.
  • A full class 1 Drivers License is preferred.
