Client: A subsidiary of a leading oil and gas exploration and production company. Location: Kuala Lumpur / EPCIC fabrication yard (TBC) in Malaysia / Overseas Type of hiring: 2 years Contract Primary Objective: To oversee QA/QC management throughout the construction of Onshore Gas Plant and ensure that it is compiled to Project Specifications and Contract requirements. Responsibilities:

  • Respond to various clarifications regarding QA/QC during the Bidding stage.
  • Evaluate technical proposals from bidders against tender evaluation criteria and ITB documents.
  • Oversee QA/QC activities of the EPCIC Contractor and their Subcontractors during the construction of the Onshore Gas Plant to ensure quality safety and timely completion of construction works.
  • Supervise the implementation of the Project Quality Plan and Key Performance Indicators/Project Quality Objectives.
  • Assess Inspection and Test Plans Quality Plans Work Instructions Method Statements and various QA/QC procedures.
  • Participate in crucial quality control/inspection activities at the yard during construction.
  • Review and approve Welding Procedure Specifications (WPS) Procedure Qualification Records (PQR) and Welder Qualification records.
  • Ensure effective implementation of all procedures and work instructions during fabrication.
  • Regularly monitor Nonconformances ensuring timely issuance and implementation of corrective actions to close NCRs.
  • Take part in audits conducted by Contractor and Company ensuring followup on audit findings and closure.
  • Coordinate with internal team members such as engineering construction SSHE and Commissioning for any QA/QC interface issues.
  • Monitor Contractors QA/QC performance addressing quality issues with them and attending regular QA/QC meetings.
  • Collaborate with the Team Leader QA/QC on all quality matters and provide regular reports on Contractors quality performance.
  • Follow up and verify AsBuilt and Final documentation.
Requirements:
  • Bachelors degree in mechanical production welding metallurgy engineering or a similar field.
  • Minimum of 20 years of experience in QA/QC within oil and gas construction projects with at least 10 years specifically in the construction of onshore gas plants refineries or petrochemical units.
  • At least 5 years of experience in a Lead QA/QC role with previous involvement in projects with high H2S (sour service environment).
  • Previous work experience with Oil and Gas Operating Companies or EPCC contractors engaged in the construction of onshore gas plants refineries or petrochemical units.
  • Strong expertise in welding fabrication techniques NDT and blasting/painting of onshore gas plants refineries or petrochemical units.
  • Proficiency in nondestructive testing methods such as RT UT PT MPI with the ability to interpret radiographs and witness PT MPI and UT.
  • Holding ASNT level II or equivalent certification in RT and UT and certification as a Welding Inspector such as CSWIP 3.2 AWS SCWI or equivalent.
  • Certified Lead Auditor to ISO 9001:2015 or equivalent recognized by IRCA.
  • Thorough understanding of international codes and standards including AWS D1.1 ASME B31.3 B31.4 B31.8 ASME Section IX ASME Section V ASME Section II MR0175 and other relevant standards in Oil and Gas construction.
  • Competence in interpreting weld symbols fabrication drawings and isometric drawings.
  • Preferably possessing NACE Certified Coating Inspector Level II or equivalent Certification.
  • Familiarity with PTTEP or TOTAL Specifications is advantageous.
  • Strong communication coordination and organizational skills with the ability to work independently and effectively collaborate with team members and external stakeholders.
  • Demonstrated interpersonal skills and integrity.
  • Local candidates will be primarily considered.
