The Philippine Red Cross is seeking a visionary Chief Information Officer/Chief Technology Officer (CIO/CTO) to lead the technological and informational strategies at our state-of-the-art Command and Control Center. This pivotal role centers around enhancing our disaster response capabilities through advanced technology, ensuring that help reaches those in need swiftly and efficiently, regardless of their location in the bustling metros or the remote rural areas of the Philippines. Key Responsibilities:
- Command Center Operations: Oversee the operation of our high-tech nerve center which coordinates disaster response efforts nationwide. This includes management of a large-scale video wall, real-time data analysis, and operational logistics.
- Communication Systems: Ensure robust and fail-safe communication channels for our first responders, volunteers, and command center staff. This encompasses a variety of platforms such as SMS, OTT messaging, social media, and advanced off-grid communication technologies like digital and analog walkie-talkies and mesh network solutions.
- Drone and Camera Operations: Spearhead the integration and management of drone technologies for surveillance and delivery purposes, and oversee the deployment of body and helmet cams used by field personnel to stream live video feeds.
- IT and Infrastructure: Maintain and enhance IT infrastructure capable of operating under crisis conditions, including setup for blackouts and disrupted cell network scenarios.
- Asset and Inventory Management: Develop and manage a specialized ERP system for meticulous tracking and management of all logistical assets and medical supplies, ensuring they are ready and available wherever and whenever needed.
- Proven experience as a CIO, CTO, or similar leadership role in information technology and systems management.
- Expertise in designing and implementing complex IT systems, with a preference for backgrounds in disaster management, emergency response, or related fields.
- Strong understanding of communication systems, including off-grid and mesh networks.
- Experience with drone technology and live video streaming systems is highly advantageous.
- Exceptional leadership and decision-making skills.
- Ability to work effectively under pressure and in crisis situations.
- Compassionate individual with a strong commitment to humanitarian values.
- Chief Information Officer or Chief Technology Officer: 3 years (Preferred)
