Key facts about this DHA notice :
  • TTS is seeking to fill multiple TERM appointments at the GS-15 level.
  • This is a virtual/remote position.
  • Duty station to be determined upon selection.
  • Salary to be determined upon selection, depending on duty location.
  • Current civil service employees will receive new appointments if selected under this Direct Hire Authority.

You must perform the following Major Duties utilizing expert level skill, mastery knowledge and significant IT experience : GS-15 : Applications Software Engineering and Development
  • Engages with customer agencies to perform needs analyses to define opportunities for new or improved business processes, solutions, practices, products, services or strategies based on user needs.
  • Consults with agency partners to refine functional requirements and translate functional requirements into user stories and technical specifications.
  • Develops user-centered requirements, specifications, and/or user stories for systems that meet business requirements and advises on the merits of proposed IT systems development projects.
  • Serves as a recognized and respected authority on a diverse range of highly technical software issues.
IT Project/Cross-Functional Leadership
  • Reviews projects for technical feasibility and adherence with the organization's mission objectives and provides recommendations to management prior to commencement of IT projects.
  • Determines project objectives and sets priorities; anticipates potential threats or opportunities.
  • Applies human-centered design techniques to drive IT project decisions to ensure the right IT product is being developed.
  • Leads cross functional teams to develop innovative IT services.
  • Plans, develops, and executes highly complex and intricate IT projects that transform the manner in which government leverages technology to serve the public.
  • Determines the size, skills, and roles necessary for a project team to deliver a product and identifies appropriate team members.
  • Engages leadership in the design, development and deployment of IT solutions leveraging current and emergent IT technologies and best practices.
  • Implements and/or introduces the use of new IT technologies or tools within government agencies.
Relationship Management
  • Works closely with customer agencies in a leadership role and navigates and works through conflicting priorities from stakeholders.
  • Provides agency partners accurate, expert, and authoritative technical IT advice.
  • Utilizes interpersonal skills to develop cooperative relationships.

  • Undergo and pass a background investigation (Tier 4 investigation level).

The total salary will be determined upon selection and based on the associated GS locality pay table for your assigned duty location. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. QUALIFICATIONS BASIC REQUIREMENTS: Have IT-related experience demonstrating EACH of the four competencies listed below: Attention to Detail - This skill is generally demonstrated by assignments where the applicant keeps abreast of latest technology, information, research, etc., to maintain knowledge in field of expertise (for example, reads trade journals, participates in professional/technical associations, maintains credentials). Customer Service - This skill is generally demonstrated by assignments where the applicant promotes or develops and maintains good working relationships with key individuals or groups. Oral Communication - This skill is generally demonstrated by assignments where the applicant serves on panels, committees, or task forces as a representative for the organization on technical or professional issues. Problem Solving - This skill is generally demonstrated by assignments where the applicant monitors current trends or events (for example, technological, economic, political, social, educational, or employment trends or events) and applies the information as appropriate. GS-15 LEVEL SPECIALIZED EXPERIENCE REQUIREMENTS: In addition to the Basic Requirements listed above, you must have one year of specialized experience equivalent to the GS-14 level in the Federal service. Specialized experience for this role is defined as experience delivering projects, tools or products as part of an engineering team. This includes experience developing or architecting complex modern web applications or cloud infrastructure using approaches such as test-driven development, continuous integration & deployment, or distributed version control such as github. Candidates should demonstrate experience providing project leadership and experience with agile development methodologies.

Clarification from the agency

Initial appointments are made lasting longer than 1 year, but not to exceed 4 years. GSA, may extend an appointment up to 4 additional years. No individual hired under this DHA can serve in excess of 8 years with GSA and cannot be transferred to positions that are not IT positions.
