Key Responsibilities

Policies & Procedures - Oversees the procurement process in accordance with Lifera's policies and procedures - Adheres to procurement and contracting standards and procedures. - Evaluates governance documents and recommends enhancements to contracting approaches. - Supervises the purchase activities of affiliate enterprises (capital expenditure). Contracting Strategies & Tender Plans - Crafts proposals, seeks quotes, and negotiates terms of purchase. - Analyzes End User requirements and suggests the most suitable tendering and contracting techniques. - Reviews the completeness and consistency of the scope of work and details from End Users and consultants. Tender Documents - Assembles and formulates documents for tender issuance. - Constructs detailed Invitation to Tender (ITT) packages: crafts Expressions of Interest (EOI), initiates Pre-Qualification inquiries, manages EOI/PQQ processes, and assesses EOI/PQQ outcomes. Tender Period - Handles communications, questions from bidders, and tender addenda during the tender phase, integrating input from the End User as needed. Tender Evaluation - Organizes and participates in both technical and commercial bid unveilings. - Undertakes evaluations of the commercial elements of technical proposals and scrutinizes the commercial offers. - Drafts award recommendation notes for Award Notification. Contract Formation - Formulates documents for contract sign-off and completion. - Dispenses Award Acknowledgment and Declination letters when necessary. Contract Administration - Offers guidance on contract-related matters throughout the entire contract duration. - Tracks vendor performance to ascertain goal achievement and pinpoints avenues for refining supplier interaction processes. - Probes industry patterns and demand shifts, aiding top management in devising and actualizing sourcing tactics. Document Auditing/Compliance - Guarantees the maintenance of proper document archives and the establishment of auditing and performance evaluation systems. Management/Leadership - Identifies initiatives for cost savings and efficiency gains. - Dispenses expert counsel on supply specifics and logistic strategies to streamline procurement, clearance, storage, and distribution of resources, services, and tasks. - Reviews supply processes and regulatory measures, suggesting actionable insights. - Ensures the creation of periodic reports for budget assessments, timeline studies, annual summaries, or any other necessary documentation. - Bears responsibility for the caliber and punctuality of pivotal outputs and messages.

Skills, Knowledge and Expertise

  • Minimum 10 years of experience in procurement of project environment. Advanced procurement certification preferred (CPM, etc.). Purchase to Pay knowledge is a plus.
  • Can work in volatile and highly intense environments.
  • Experience pharma/biotech production ideally new facilities setup.
  • Sigma/belt trained.
  • Lean Manufacturing experience
